The implementation of variant A by 2025 requires that the existing building rights contract between SARM and EGR from 2013 will be changed. This includes the Dreilinden old people’s center (AZ3L) currently operated by SARM and runs until 2044 with an extension option until 2054. The change in building law means that the EGR will have to pay SARM a reversal compensation of 15.5 million francs in 2025. “With the reversal compensation of CHF 15.5 million, SARM will be able to keep the pension taxes stable over a longer period of time and thus make them socially acceptable,” said Ulrich Amsler, President of the Board of Trustees of SARM, commenting on the planned procedure. Extensive calculations in collaboration with the Lucerne University of Applied Sciences and Arts (HSLU) were used to examine the effects of a reversion on SARM in various ways. Variant A, which is now being sought, has the advantage that the increase in pension taxes calculated and expected in around 20 to 30 years will be the lowest. In order to use the reversal compensation for the reduction of the pension taxes by SARM, the SARM statutes still have to be adapted.

In order for variant A to be implemented by 2025, the share capital of Griag must be increased so that the construction of the new care home can be financed. The share capital increase of Griag is expected to amount to 16 million francs. This means that an equity ratio of 40% can be achieved. The share capital increase is carried out by EGR. “With the realization of the buildings by 2025, we see significant advantages in the urban design of the center of Rotkreuz, even if this means that the retirement homes will be completed around two years later than planned,” says Patrick Wahl, President of the Citizens’ Council. In addition, he adds: “The co-financing of Griag is beyond the financial means of the community”. The share capital increase will reduce the relative share of BGR from 25% today to just under 11%. Furthermore, the shareholders’ agreement between BGR and EGR must be adapted so that the share capital increase can be carried out. The adaptation of the shareholders’ agreement is the responsibility of the voters of the community of citizens and residents.

The planning for the new buildings has progressed to different degrees. The new construction of the retirement apartments is planned to the extent that the building application can be submitted. Due to the variant decision that has now been made, the planning for the new nursing home must be followed up. “With the implementation in one step, the planning becomes more complex, but at the same time substantial synergies can be realized in the construction”, comments Dr. Jürg Ruf, Chairman of the Board of Directors of Griag, the variant decision. The board of directors of Griag has put out the contracts for the planning of the new nursing home in November 2020 for public procurement.
