The development of new national standards in the field of the rehabilitation industry and the provision of subsidies to manufacturers are envisaged by a set of measures for the development of the industry for 2020–2022. Prime Minister Mikhail Mishustin approved it by his order.

We are talking about the production of products for people with disabilities. These can be ramps, wheelchairs, hearing aids, speech synthesizers, braille displays, and other tools they need.

The document itself contains 20 events, grouped in four areas. They cover the widest range of tasks – from improving the quality of rehabilitation funds to their promotion to domestic and foreign markets, from creating innovative products to raising the level of qualifications of employees involved in this area.

Among the main activities is the introduction of rehabilitation products into the All-Russian Classifier of Economic Activities (OKVED). The fact is that such products still do not have separate codes in OKVED, which, among other things, makes it difficult to allocate subsidies and provide other measures of state support to manufacturers.

The package of measures also includes expanding the list of products that people with disabilities will be able to acquire with an electronic certificate, creating a council for professional qualifications in the production of socially significant goods and developing a laboratory base for testing new rehabilitation means.

It also includes training workshops for people with disabilities and charitable foundations to familiarize themselves with the latest products.

The document was developed within development strategies for the production of rehabilitation products… Its goal is to create a competitive and stable industry that meets the needs of citizens with disabilities by 2025. Such citizens need special support from the state. In early December, this issue was discussed in detail at a meeting between President Vladimir Putin and representatives of public organizations of disabled people.

The head of state emphasized the need to support manufacturers of rehabilitation products for disabled people.
