A set of measures to ensure step-by-step access of non-governmental organizations operating in the social sphere to budget funds allocated for the provision of social services to the population for 2021 – 2024
Deputy Prime Minister Tatiana Golikova signed a document expanding the opportunities for socially oriented non-profit organizations to participate in the provision of social services to citizens. A set of measures to ensure step-by-step access of non-governmental organizations operating in the social sphere to budget funds allocated for the provision of social services to the population for 2021-2024 is already the second list of measures aimed at creating favorable conditions for non-governmental service providers in social sphere. The first set of measures expires at the end of 2020.
The new document was developed by the Ministry of Economic Development with the participation of regions and expert institutes at the suggestion of the Council under the Government on issues of guardianship in the social sphere. Council members highly appreciated the effect of the implementation of the first set of measures, which came into force in 2016, while noting a number of unresolved issues.
The newly approved document included measures to develop the infrastructure for supporting non-governmental organizations that provide social services to the population at the expense of budgetary funds, measures to further improve legal regulation and law enforcement practice in this area, measures to coordinate the activities of government bodies to ensure access of non-governmental organizations to the provision of social services other.
