Mister President! Dear Colleagues! I am pleased that the housing and urban development policy is still taking its place here, dear colleague from the Left. We are spending almost 4 billion euros in this budget on construction, around 600 million more than in the previous budget. Anyone who says it has become less should first be able to read numbers. We would like to invite you to do so.

We are making a social housing policy here. But we also make a policy for the promotion of property, because that is particularly important to us as a Union as a societal and a social question.

Dear colleagues, there is a model of success – a model of success in property – in this legislative period: the child benefit.

We have created residential property for 260,000 families through child benefit. We have made almost 6 billion euros available through KfW for this purpose. We want to completely spend the budgeted funds of 9.9 billion euros so that young families can have their own home. That is union building policy.

Urban development funding: 1.2 billion euros, almost 140 million euros more. Dear colleague from the Left, I advise you to take a look at our Basic Law. This is very good so that you know who is responsible for what. I know that reading the Basic Law is not your forte right now. But if you take a look, you will know that the federal government is not responsible for the sports halls, the swimming pools, the rifle shelters, the kindergartens and the schools, but the federal states. You are responsible in Berlin, and what condition are these institutions in?

So four fingers point back at you. I would be very calm if I were you. We are spending 400 million euros on the renovation of municipal facilities in the areas of sport, youth and culture.

That is on top for the countries.

With this we are doing something good for our youth, for popular sport. Specifically, this is about creating equal living conditions. That too is Union policy.

Subject urban development funding. Dear Colleagues, when we walk through the pedestrian zones of the city centers now – to a limited extent – we see how important it is to maintain and create lively town centers with innovative approaches and concepts. We give money for this too. We will have to join forces again next year because we all know what is in store for us. Unfortunately, in some places Corona is a fire accelerator for development in our inner cities. An additional 25 million euros for innovative concepts – these are our answers, dear colleagues.

We have big plans for the next year: no building land regulation law, but a building land mobilization law. That is our task, which we will begin with the first reading next year. A new building code, yes, we want that, we need that; But of course we also take seriously what the Federal Council’s building committee has told us about the draft that is now before us: Nine federal states are rejecting the building law in its current form, eight federal states are rejecting the conversion regulations that have been introduced and seven federal states are rejecting the sectoral development plan. Dear colleagues, the building law is not a delicatessen. This will be hard work on the law in the parliamentary process because we have set ourselves the task of mobilizing building land.

As a Union man, I will say it again at the end: We need the building land, we need the investors, we need the incentives. More housing is not created through regulation; more homes are only created through building, building, building.
