Mister President! Dear Colleagues! It is a particular pleasure for me to be able to talk about the 2021 sports budget today; after all, this sports budget will show the highest growth in recent years. With the strong increase in funds, we will not leave popular and top-class sport alone, but rather we will show that we are firmly by its side.

First of all, however, the professional and amateur sports clubs, the associations and, last but not least, the leagues have made a major contribution to fighting the pandemic in recent months. Sport and exercise are not part of the problem, but part of the solution. With the hygiene concepts of the sports associations, but also with the tiered model of the German Sports Youth, it is shown in concrete terms how we can all come together again in the future when the number of infections in sports decreases. I would like to thank everyone who has contributed to this over the past few weeks and months.

Since restrictions due to the Covid-19 pandemic are still to be expected in the coming year, we will continue the aid package for the semi-professional and professional sports clubs – except for those of the first and second football leagues – and for the national sports associations until the end of June 2021 and in terms of content expand. The remaining funds from 2020 and 200 million euros for 2021 are available for this purpose. With this we want to compensate for the lost ticket income, but also the loss of other income. Above all, we want to protect the structures of sport as a whole and set up a financial rescue package for the clubs and associations concerned.

In addition to the aid programs mentioned, the BMI’s elite sport funding will have a record sum of 293 million euros. I still remember 2007; there it was just 125 million euros. So we’ve seen more than a doubling. We are thus raising the promotion of top-class sport to a completely new level in order to ultimately support the athletes who are in focus as best as possible.

As is well known, top-class and popular sport are not to be thought of separately from one another, and although the latter falls under the jurisdiction of the federal states, we want to set an important example here with the program “Rehabilitation of municipal facilities in the areas of sport, youth and culture”. We will also launch this sports facility renovation program in 2021, and we will provide 200 million euros for this purpose, as well as continuing the “Sport Investment Pact” with 110 million euros in order to advance modern infrastructure in Germany. I think we should continue these programs in the next few years in order to be able to reduce the investment backlog in sports facilities, which has already been mentioned and is in the double-digit billion range.

In addition to the BMI’s sports budget, we – Ms. Teuteberg, I can reassure you – will also make volunteering more attractive from 2021. We will namely increase the tax-free flat rate for voluntary work, we will increase the flat rate for trainers, and we will increase the exemption limit for non-profit organizations up to which they can generate tax-free income from economic activity from 35,000 euros to 45,000 euros. For this reason I would also like to thank our housekeepers, who helped to decide on everything, Dennis Rohde, Ecki Rehberg, Martin Gerster and, last but not least, Klaus-Dieter Gröhler for their commitment.

But after this in between I would like to say that the record amount of funding in the sports budget is now well over 600 million euros. The measures we finance show how we help sport. André Hahn, I can tell you that we have found something positive at this point: the measures that we have taken here show how we help sport and that we are putting sport and sport development on a solid foundation.

That is why I should like to invite all of you, not least the opposition, to agree to this Section 06, not only because of sport, but also because of sport.
