Decree of December 14, 2020 No. 2089

Organizations, as well as individual entrepreneurs working on the territory of the Usoliekhimprom industrial site in the Irkutsk region, will be able to receive support from the state. The decree on this was signed by the Prime Minister Mikhail Mishustin.

In particular, business representatives will be compensated for the costs of measures to protect workers from the harmful effects of pollutants. In addition, at the expense of federal funds, highways will be repaired to provide transport for the industrial site. In total, it is planned to allocate about 50 million rubles for this. The main goal of the support is the continuation of the work of enterprises and the preservation of jobs.

Usolye-Sibirskoye turned into an ecological disaster zone after the town-forming enterprise Usoliekhimprom was closed there.

A significant part of the production chemicals, accumulated for decades, was placed in underground reservoirs, containers, and left in the workshop buildings. Due to the danger of poisonous leaks, an emergency regime was introduced in the city. To eliminate pollution and conduct environmental monitoring, specialists from Rosatom, the Ministry of Defense, the Ministry of Emergencies and Rosprirodnadzor were sent to the city to help the regional authorities.

In November, the Government approved an action plan to address environmental problems in Usolye-Sibirskoye. It included both measures to eliminate the accumulated harm to the environment (including accompanying measures related to the construction of a new water supply system and treatment facilities), and measures to protect the population from possible exposure to harmful substances in the course of work to eliminate pollution.

A separate block is devoted to creating conditions for the socio-economic development of the city. In particular, it envisages the expansion of the types of activities permitted in the territory of the priority social and economic development “Usolye-Sibirskoye”, support of small and medium-sized businesses through microcredit mechanisms, and the provision of consulting services to entrepreneurs.

In general, by the end of 2024, a new environment for the life of citizens and infrastructure for the socio-economic development of the city will be created in Usolye-Sibirskoye.
