On December 16, a regular meeting was held in the Federation Council, within the framework of which the law “On Amendments to Certain Legislative Acts of the Russian Federation in terms of improving activities in the field of fire safety” was approved. The law was introduced by the State Secretary – Deputy Minister of the Russian Emergencies Ministry Alexei Serko.

The normative act enshrines the concept of “landscape (natural) fire”, which means “an uncontrolled combustion process that spontaneously arises and spreads in the natural environment, covering various components of the natural landscape.” Its kind is also a forest fire, the extinguishing of which belongs to the competence of the Federal Forestry Agency. The new document binds the function

extinguishing landscape (natural) fires for the bodies of the unified state system for the prevention and elimination of emergency situations (RSChS) in the regions. At the same time, the state authorities of the constituent entities of the Russian Federation approve the list of settlements subject to the threat of such fires.

The provision of primary fire safety measures within the boundaries of settlements is assigned to the heads of municipal districts. The law also allows money from municipal budgets to be used to create mineralized strips to protect against wildfires. The grounds for unscheduled inspections by the state supervision of local authorities during the period of the special fire regime are also clarified.

Before the meeting, A. Serko opened an exhibition dedicated to the Day of the Rescuer of the Russian Federation.
