The experience of the pandemic will be in demand in the further implementation of national projects.

The pandemic has become a serious test for the strength and effectiveness of the entire city management system, said Sergei Sobyanin, speaking with an annual report to the deputies of the Moscow City Duma. According to him, in 2020, Moscow, like all humanity, faced an exceptional challenge – the pandemic has affected almost every family and has become a real test for the entire society.

“It is obvious that the creation of effective management systems and powerful social sectors is the basis for combating extreme situations, including a pandemic,” said Sergei Sobyanin.

He noted the uniqueness of the new system of interaction between levels and branches of government. During the pandemic, many processes were accelerated: approval, which previously took months, today requires one phone call, decisions that have been developed over the years are now being made in one day.

Within the framework of the coordination headquarters of the Government of Russia, headed by Mikhail Mishustin, discussion and adoption of necessary decisions are ongoing, interaction between federal agencies and regions is taking place. The Moscow Mayor added that the responsibility for combating the pandemic in each constituent entity of the Federation lies with the leaders, they must make independent decisions in accordance with the situation in their regions.

“We have acquired unique management experience, which will be in great demand in the future, taking into account the ambitious tasks of national projects,” said Sergei Sobyanin.

According to him, in 10 months Moscow has passed a path that has been worth many difficult years. The city had to make urgent decisions, but they were always based on the experience of other countries and regions, an analysis of its capabilities and the prospects for the development of the situation. “Our actions have always been based on maximum openness and detailed explanation of what is happening. If you want to be understood and supported, you must tell the truth, ”the Moscow Mayor emphasized.

The capital chose a path that allowed making the necessary decisions and maintaining a normal life, as far as the situation allows. “At the end of February it became clear that it was impossible to continue living as usual. But at the same time, to declare an emergency situation meant to completely abolish the rights and freedoms of citizens and completely destroy ordinary life. The high alert regime, within which Moscow has been living for 10 months, has become the optimal way, ”said Sergei Sobyanin.

The transition to the new management system took the Moscow Government not months or years, but a matter of days. This was made possible thanks to the many complex decisions of the previous years. “More than a million schoolchildren switched to distance learning in just a week and finished the school year normally. The graduates passed the unified state exam no worse than last year, and most of them successfully entered universities. This means that we did not create the “Moscow Electronic School” for nothing, although this project had many opponents, ”the Moscow Mayor said.

According to him, thanks to the creation of municipal utilities and repair services, it was possible to quickly disinfect hospitals, houses and streets, and adapt hospitals and observators for COVID-19 treatment.

“Modern public transport has coped with a unique task – to significantly reduce the volume of transportation and at the same time maintain the usual frequency of buses and trains. This means that it was not for nothing that we introduced a model for organizing the work of land transport and a centralized transportation management system, ”said Sergei Sobyanin.

Information technology proved to be indispensable when, in the shortest possible time, it was required to pay material assistance to millions of townspeople and organize control over compliance with the self-isolation regime. The introduction of electronic services and other smart systems played an important role in this.

The Mayor of Moscow added that the industrial block of the city in a matter of days organized the production and purchase of medicines, personal protective equipment and other necessary equipment. According to Sergei Sobyanin, this is the most convincing proof that the new industrialization of Moscow is not a dream, but a fact.
