The offender intended to throw the cellular communication devices intended for the convicts and their components through the main fence into the restricted area of ​​the institution. By the way, the citizen himself had previously served his sentence in places of imprisonment.

From the explanations of the “courier” it follows that a citizen who is unfamiliar to him asked to hand over the forbidden parcel for one of the convicts of IK-5, and a monetary reward was promised for this service.

In relation to the attacker, a protocol on an administrative offense provided for by Art. 19.12 Administrative Code of the Russian Federation.

At present, the employees of the operational department of IK-5 are conducting a check in relation to the convict to whom the prohibited parcel was intended. The question of the application of disciplinary measures for violation of the detention regime is being resolved.
