Position of the French-speaking Cantons
The French-speaking Cantons welcome the idea of a federal benchmark system for health restrictions, but ask that the effects of the measures announced last Friday be seen before a new package of measures is triggered.
The governments of the cantons of Vaud, Geneva, Jura, Friborg, Neuchâtel and Valais are in favor of the development of a federal system of reference – reproduction rate – concerning measures restricting social, cultural and economic activities.
They recognize the relevance of such a system, based on objective, transparent and understandable criteria for the population. While this allows the Cantons to relax the federal reference framework, it also implies, as a corollary, the principle of tightening restrictive measures in the event of a significant worsening of the situation.
In general, the governments of French-speaking Switzerland want to be able to better anticipate the decisions that may be imposed in the coming weeks. The interests of the population on the one hand, and of the economy on the other, indeed demand that the authorities recognize the great instability generated by the multiplication of decisions taken in extremely short time intervals.
It is also a matter of preventing the chain of restrictive measures from being implemented, while the compensatory measures envisaged at the economic level are not clearly defined. Restrictive measures and economic compensation must imperatively be adopted simultaneously, with the same degree of concretization, otherwise their acceptance and implementation could be seriously compromised.
