The Home Affairs Bureau today said it is necessary to withhold the disbursement of honorarium, allowances and expenses reimbursement to Hui Chi-fung from December 3 onwards after having considered relevant factors.

Mr Hui declared self-exile on social media and left Hong Kong on December 3.

In its statement, the bureau pointed out that the Guidelines on the Remuneration Package for Members of the District Councils of the Hong Kong Special Administrative Region promulgated by the Home Affairs Department set out clear guidelines for District Council members.

All members are required to observe the guidelines to ensure the proper use of public funds and they should use the funds in an open, fair and accountable manner.

All claims for reimbursement of expenses must be for discharging District Council duties, the bureau added.

Regarding Mr Hui’s case, the bureau explained that the decision was made to ensure that the relevant arrangements comply with the guidelines and the public funds are properly used.

It also expressed deep regret over Mr Hui’s irresponsible act.
