In the near future, the Federal Penitentiary Service of Russia will be provided with 12 new special wagons for escorting convicts and persons in custody by rail. The new model, developed by Tver Carriage Works OJSC in cooperation with the Ministry of Internal Affairs and the Federal Penitentiary Service of Russia, eliminates the shortcomings identified by special units of the UIS for escorting during the operation of special wagons of previous models. The cars are equipped with the most up-to-date equipment, which makes it possible to significantly improve the conditions for the movement of both escorted persons and escort guards.
12 new special wagons for the convoy of convicts and persons in custody by rail will soon be put into operation. The new model of a special car, developed by JSC Tver Carriage Works in cooperation with the Ministry of Internal Affairs and the Federal Penitentiary Service of Russia, differs significantly from the previous one and is equipped with the most modern equipment that significantly improves the conditions for traveling both for escorted persons and for escort guards.
The car has a separate air conditioning system for personnel and for escorted persons, which allows maintaining the necessary microclimate in the cells, water and air disinfectants are installed, including for the first time an ionizing emitter installed in the corridor of a special car between the cells, which significantly reduces the risk of transmission of infectious diseases. Also, the car is equipped with a dry closet for convicts, an improved video surveillance system. It became much brighter in the cars, including in the chambers, due to the use of LED lamps, in addition, additional LED floodlights were installed in the vestibule to illuminate the embarkation (disembarkation) area of escorted “passengers”. This model of the car is equipped with an autonomous diesel generator with an increased capacity of storage batteries to maintain the operability of alarm systems, video surveillance and air conditioning during stops.
The conditions for the work and household support of the guard officers during the service have also improved: the office of the chief of the guard (one of the compartment of the carriage) is equipped with all the necessary technical means to control the situation in the car, for the personnel there is a kitchen room with an electric stove, an electric kettle, a refrigerator, which is not not important, given the many days of finding the guard on the way. And if the majority of convicts travel in a special car to their destination most often no more than a few hours, then employees only in one direction of the flight (the length of one of the routes, for example, Moscow-Chelyabinsk is about 1980 kilometers) have to travel more than one and a half days.
According to the Department of Security and Escort of the Federal Penitentiary Service of Russia, more than 1 million convicts are transported annually by special units of the penal system for escorting. About 54 thousand guards are assigned to carry out the tasks of escorting. Convicts are transported in special vehicles, in special wagons, and by air. But it is precisely the railway convoy, according to experts, that is the most difficult and requires from the employees the greatest physical endurance, moral stability, professionalism, the ability to instantly act in the most extreme situations, and a deep knowledge of legislation. It is vigilance, good psychological training, service discipline and solidarity of the guard staff that allow you to effectively perform official tasks. According to statistics, over the course of 20 years, not a single escape of the convicts was allowed from the guardians of the escort.
Despite the difficult working conditions, one of the priorities of the escort service is to ensure proper conditions for the transportation of convicts. To solve this problem, the fleet of special cars will be substantially updated in the coming years. The Ministry of Internal Affairs of Russia is planning to acquire in 2021-2022. additionally 21 units of special cars with improved technical and operational indicators.
