The pre-trial appeal experiment was launched in August 2020 and is being conducted on a voluntary basis. Earlier, the Emergencies Ministry, Rostekhnadzor and Roszdravnadzor joined it in pilot mode.

The implementation of this mechanism will ensure a smooth transition to the mandatory pre-trial appeal provided for by the Law on State Control, and will make this process transparent and understandable to any user.

The new practice will simplify the interaction of businesses with supervisory authorities, reduce time and financial costs and avoid personal visits to government agencies, which is especially important during a pandemic.

The signed document changes Government Decree of July 24, 2020 No. 1108.
