On November 27, under the leadership of the Minister of EMERCOM of Russia Evgeny Zinichev, a meeting of the Government Commission for the Prevention and Elimination of Emergencies and Fire Safety was held.
During the meeting, E. Zinichev focused on the situation in Primorye. “Recent events in the Primorsky Territory have shown a weak preparedness for such emergencies,” said the head of the department. “The autonomous power supplies, which were supposed to provide electricity to social facilities, were not ready.” The Minister of EMERCOM of Russia demanded to provide an analysis of the actions of the RSChS link and organize work in the regions of the country to check the readiness of such power sources on the basis of social facilities.
Within the framework of the meeting, the results of the work on forest fire protection in the current year were summed up, and the tasks for 2021 were identified.
This year the fire season started earlier than usual. The first forest fire was registered on the territory of the Karachay-Cherkess Republic in early January, and by April, fires were recorded in 45 regions. At the same time, since the beginning of the year, a regional emergency regime was introduced 10 times in 8 subjects, and of a municipal nature – 90 times in 25 subjects.
Almost 70% of the total area covered by fire on the lands of the forest fund in 2020 falls on the Republic of Sakha (Yakutia). The main cause of forest fires is violations of fire safety rules on the lands of the forest fund. Almost 75% of cases are burning dry vegetation. The blame for everything is the notorious human factor, irresponsibility and impunity. At the same time, in 2020, forest fires in 10 regions were avoided thanks to supervisory measures.
As of today, the fire season is officially closed.
Despite the large-scale work on the prevention of forest fires and prompt response to their occurrence, E. Zinichev noted that in a number of regions the situation with forest fires remains difficult. “If the undertaken large-scale measures do not lead to the desired result, then it is necessary, in general, to radically change the approach to the issue of fire hazard in forests. When considering it, it is necessary to take into account a wider range of issues: economic, motivational and others, “said the Minister of Emergencies of Russia.
