A meeting of the Collegium of the Russian Ministry of Defense was held at the National Defense Control Center of the Russian Federation under the leadership of the head of the military department, General of the Army Sergei Shoigu.

Opening the meeting, the head of the military department suggested starting work by considering the implementation by the Ministry of Defense of measures to combat the spread of coronavirus infection.

As Sergei Shoigu emphasized, the sanitary and epidemiological situation in the Armed Forces is fully controlled. Over the past two weeks, there has been a steady trend towards a decrease in the number of infected military personnel in relation to the number of recovered.

“To combat covid, more than 8 thousand beds have been deployed in military hospitals. Half of them are used in the interests of the civilian population, the Defense Minister said.

Sergei Shoigu added that in order to diagnose the disease early, infected military personnel undergo computed tomography. For this, 59 tomographs work around the clock, with the help of which about two thousand examinations are performed daily.

“More than 2.5 million tests for COVID-19 have been carried out. A stock of medical equipment, personal protective equipment and test systems for detecting coronavirus has been formed and is constantly being replenished, ”the head of the military department noted.

In addition, the construction of the 17th multifunctional medical center is being completed on the basis of a military hospital in Severomorsk. In the interests of civilian health care, the Military Construction Complex has built seven multifunctional medical centers. The construction of three more is nearing completion.

Since the beginning of the pandemic, military builders have erected 24 multidisciplinary medical centers in 19 constituent entities of the Russian Federation. The construction of five more centers in four regions continues.

About 2 thousand medical specialists of the Ministry of Defense work with patients in hospitals in the Moscow and Kurgan regions, the Republic of Khakassia, as well as abroad – in Abkhazia and South Ossetia, where two multidisciplinary mobile hospitals are deployed.

“To date, more than 11 thousand civilians have received medical assistance. Now military doctors continue to work in nine regions of the country and six foreign countries, ”the Defense Minister said.

Sergei Shoigu also added that in accordance with the instructions of the President, vaccination of the personnel of the Armed Forces against the new coronavirus infection has begun. In total, it is planned to vaccinate more than 400 thousand military personnel.

To date, more than 2.5 thousand servicemen have been vaccinated. By the end of the year, their number will be 80 thousand.

“In addition, we are conducting research on the use of plasma of vaccinated military personnel with a high antibody titer for the treatment of COVID-19. The application of the technique has already shown its effectiveness in severe forms of the disease. Currently, more than 500 vaccinated military personnel are involved in the research, ”the head of the military department said.

Turning to the thematic agenda of the meeting, the Minister of Defense proposed to discuss the social guarantees of the personnel, in particular, the issues of employment of the wives of military personnel and the provision of their children with places in preschool educational organizations.

“In this work, we closely interact with government and local authorities. So, since 2018, 11 videoconferences have been held with the participation of more than 30 heads of the subjects of the Russian Federation. As a result, over the past three years, the number of wives of military personnel in need of employment has decreased 94 times and now stands at 88 people. The number of children who need places in preschool institutions has decreased from 7,000 to 257, ”Sergei Shoigu said.

The head of the military department added that in this way, today, in most constituent entities of the Russian Federation, the issues of employment of members of the families of military personnel and the placement of their children in kindergartens have generally been resolved.

“Nevertheless, it is important to continue this work so that the defenders of the Fatherland are calm about the well-being of their families,” the Minister of Defense set the task.

Further, the meeting participants considered the issue of forming a draft state defense order for 2021 and for the planning period of 2022 and 2023.

“To achieve the required level of equipping the troops, the Ministry of Defense, together with the Ministry of Finance and the Ministry of Industry and Trade, developed schemes for financing government contracts by attracting targeted loans and returning them in 2024-2027,” the head of the military department said. “This will allow maintaining the planned volume of supplies of weapons, military and special equipment, ensuring the workload of enterprises of the military-industrial complex in the context of the spread of a new coronavirus infection, eliminating the growth in the cost of government contracts and the emergence of unplanned additional expenses of the federal budget.”

Sergei Shoigu also added that next year the Ministry of Defense will continue to increase the combat capabilities of the troops through the supply of modern weapons, as well as the repair and modernization of military equipment.

“The equipment of constant readiness units with the latest models by the beginning of 2022 will be more than 71%, and the provision of the Armed Forces with military equipment will exceed 98%,” the Minister of Defense said.

According to the head of the military department, in order to achieve the indicated indicators next year, two-thirds of the funds will go to the purchase of weapons. It is planned to supply more than 3.4 thousand units and repair 1.3 thousand units of the main samples of military equipment.

“As part of the development of G03-2021, the preparation of tender documentation and draft government contracts with the only suppliers (executors) is already underway, government contracts are being concluded, which will come into force after the approval of the relevant government decree. The implementation of the state defense order next year will ensure the balanced equipping of the Armed Forces with modern technology, ”said General of the Army Sergei Shoigu.

At the end of the meeting, the Minister of Defense proposed to discuss the results of the experiment on the formation of airborne forces of the “new type”.

“The experiment can be considered unique in terms of its goals, objectives and the composition of the forces and means involved. New ways of carrying out combat missions by airborne assault units and subunits on helicopters were investigated in the course of maneuvering, network and focal military operations. At the same time, the mobility of the compound has increased six times, and the firepower has increased by 20%, ”said the head of the military department.

General of the Army Sergei Shoigu noted that the results of the experiment showed not only the feasibility of developing airborne forces of a “new type”, but also the need to further improve the theory and practice of using the Airborne Forces as the basis of the mobile component of the Armed Forces.
