The Deputy Prime Minister outlined the tasks of the PPK “Russian Environmental Operator”.
Deputy Prime Minister Viktoria Abramchenko held a working meeting with Denis Butsaev, General Director of the Russian Environmental Operator, a public law company.
As the Deputy Prime Minister noted during the meeting, the company needs a leader who is immersed in the environmental agenda, is familiar with regulations, and has a successful experience in attracting investments. “You are not a new person for the municipal solid waste management industry. You know perfectly well the tasks facing the industry, have worked in the region, looked at the situation on the ground, ”said Victoria Abramchenko.
During the meeting, the Deputy Prime Minister noted that when implementing the list of priority tasks in the reform of MSW management, PPK REO, together with the constituent entities of the Russian Federation, it is necessary to pay special attention to the problem of tariffs for garbage collection for the population. “Citizens should not face tariff increases. On the contrary, with the competent use of tools for separate waste collection, tools for extended liability of producers and importers, tariffs for the population should be reduced, ”said Victoria Abramchenko.
According to the Deputy Prime Minister, the direct task of the Russian environmental operator is to lead the reform of the MSW management industry and really influence the creation of infrastructure. It should be sufficient to achieve the indicators determined by the head of state in the decree of July 21, 2020 No. 474 “On the national development goals of the Russian Federation for the period up to 2030”. This is sorting 100% of waste and reducing the volume of waste sent to landfills by half.
The company should attract investment in the industry, especially after the economic downturn amid the coronavirus pandemic. “PPK REO should become a reliable shoulder for investors, work out new support measures so that facilities for sorting and recycling waste appear as soon as possible,” said the Deputy Prime Minister. In particular, we are talking about subsidizing the interest rate on loans allocated for the creation of infrastructure facilities, subsidizing part of the lease payments for the purchased equipment, as well as the possibility of purchasing bonds issued to attract funds to the industry.
Also, the company’s management has to complete work on the creation of a federal scheme for handling MSW as an information system. The scheme, coordinated with all regions, should become an effective tool for attracting investments in the industry.
In addition, as the Deputy Prime Minister said, it is necessary to strengthen the company’s role in the work on the institution of extended producer responsibility (EPR). Another task outlined by the Deputy Prime Minister is the implementation of the “road map” for the introduction of separate waste collection, which has been approved by the Government. “It is necessary to deal with a wide range of issues, from the arrangement of container sites to the creation of new construction standards, which will prevent the creation of such rudiments as garbage cans in apartment buildings,” the Deputy Prime Minister said.
According to the Deputy Prime Minister, the environment faces new challenges. It is impossible to deny the significant impact of garbage on the environment. Unlike other spheres, absolutely every resident of the country is involved in the waste management industry, and every citizen experiences the consequences of negative changes. Therefore, the company’s management will have to prepare proposals to expand the role and functions of the RER PPK in the environmental agenda. “The Russian environmental operator is not just an operator of the MSW management industry, but an environmental operator in the broadest sense. And the assistance of this development institution to the Government will go in all areas of the environmental agenda, including the creation of monitoring systems in the field of ecology, ”said Victoria Abramchenko.
In turn, Denis Butsaev, General Director of PPK REO, thanked the Government for their confidence. “We will make every effort to fulfill the tasks set by the President within the framework of the federal project, and the practical tasks that have been identified today. In the very near future, we will already present roadmaps with deadlines, ”said Denis Butsaev.
