Opening remarks by Mikhail Mishustin:
Dear friends, dear colleagues!
We are meeting today at the new Data Processing Center of the Federal Tax Service in Dubna. At first glance, it may seem strange that this is where the conversation on such a topic as infrastructural and technological support of the social sphere in the Russian Federation will go. But this center is the “heart” of the Federal Tax Service, its information systems, which are somehow connected, of course, with the life of every person. And this is a huge amount of data. Their use allows not only collecting money, providing funds for all systems of the Russian Federation, filling local budgets, regional, federal, but also providing people with specific financial support. And also, of course, to introduce a qualitatively new approach to the provision of all large-scale social assistance measures that the Government, the President, in particular, during a pandemic, provide to our people, our population.
The list of assistance measures is constantly being improved and supplemented. For example, starting this year, at the initiative of the President, we introduced monthly payments for children from three to seven years old who are brought up in low-income families. And this is in addition to the mechanisms that have been operating on a permanent basis for several years in the Russian Federation. Various payments, benefits, benefits are provided both at the federal level and in specific regions. Moreover, our social guarantees are now enshrined in the Constitution of the Russian Federation. This is the annual indexation of pensions and benefits, as well as the fact that the minimum wage cannot be lower than the subsistence minimum.
The situation with the coronavirus today has seriously affected people’s incomes. And the Government promptly provided support to those who found themselves in very difficult conditions, who had a particularly difficult time at that time – these are the unemployed, families with children.
The digital platform of the Federal Tax Service made it possible to carry out all the necessary payments for children without the personal participation of the applicants – here I want to thank you all from the bottom of my heart, Tatyana Alekseevna Golikova, colleagues from the Ministry of Finance, the tax service, from the Ministry of Labor, those who solved this problem in the shortest possible time. In fact, all information from the registry office was checked in electronic form, and the same algorithm is now used for payments for children from three to seven years old. At the same time, the data on the income of these families is automatically checked.
