in the field of defense in 2020 “

The Russian Ministry of Defense is consistently implementing the ideology of the development of interagency cooperation, which was determined by the Minister of Defense of the Russian Federation in 2013 ”.

The strategic command-staff exercise Kavkaz-2020, in which 160 executive authorities of various levels were involved, was a serious test for interagency cooperation, which is more than three times more than the number of participants in interagency interaction in the previous Caucasus exercises.

In total, more than 380 joint tasks were worked out during the exercise. The event also became a platform for interstate cooperation. Eight foreign states took part in it, five countries sent their observers.

As part of solving the tasks of strategic deterrence in the regions of the World Ocean, together with the territorial bodies of the FSB, the Ministry of Internal Affairs, the Federal Penitentiary Service and the Russian Guard in the waters of three oceans and ten seas, operational exercises of the Ocean Shield-2020 inter-service force group were conducted.

As part of ensuring the mobilization readiness of the state and the Armed Forces in 2020, the involvement of federal and regional authorities in strategic, command-staff and complex mobilization exercises increased by 21 and 9 percent, respectively. The joint tasks of ensuring the mobilization deployment of troops, planning and conducting territorial defense have been successfully accomplished.

The system of military education is actively developing. In cooperation with the Ministry of Education and Science and the Ministry of Digital Science, the creation of the Electronic Library of the Ministry of Defense is being completed. Already, university students have gained access to more than 50 million publications of the largest Russian electronic resources, which is 1.2 times more than the funds of the US Digital Public Library.

Interdepartmental interaction today helps to develop medicine, successfully fight infections – from typhus to COVID-19, eliminate the consequences of natural and man-made emergencies, and develop the Arctic and Polar regions for over 200 years.

In addition, such cooperation makes it possible to effectively develop the military-industrial complex and improve the infrastructure of the regions, strengthening defense, which is a key element in ensuring Russia’s sovereignty in all spheres.

Thanks to effective interaction with the Ministry of Industry and Trade, Rospotrebnadzor and enterprises of the military-industrial complex in a difficult epidemiological situation, it was possible not only to ensure the full functioning of factories and enterprises, but also to increase, in comparison with last year by 11 percent, the number of weapons, military and special equipment supplied to the troops. …

In close interdepartmental cooperation at the country’s shipbuilding enterprises this year, 35 submarines and surface ships were laid down, launched and accepted into the Navy, which increased the share of modern combat units of the fleet by 1.3 times compared to 2019.

The increased combat capabilities of the Russian Navy were demonstrated during the annual Main Naval Parade in St. Petersburg, as well as parades in the main bases of the fleets. For the first time, the parade was held in Kaspiysk – the new base of the Caspian Flotilla. In total, 226 warships and support vessels were involved.

Traditionally, an important field of interstate and interdepartmental relations is the Army International Military-Technical Forum. As a result of its work, the enterprises of the military-industrial complex with foreign partners signed contracts worth 1 trillion 160 million rubles, which is 1.2 times more than last year.

The International Army Games are an effective platform for the development of interagency cooperation.

This year, the number of participants from the federal executive authorities has grown to 35, and the teams of the Emergencies Ministry and the National Guard took part in the international stage of the Games for the first time. The geography of the Games is also expanding – 14 regions have already met the participants of the competition at a high organizational level.

The interaction of leading research organizations, leading universities of the country and enterprises of the military-industrial complex on the research base of the ERA Technopolis allows us to consistently increase the scientific and technical potential of the Armed Forces.

This year, 81 more enterprises and organizations took an active part in joint scientific research, 66 rationalization proposals were developed and implemented, 21 scientific research works in 16 areas of scientific research were successfully completed.

Undoubtedly, the most important and complex interdepartmental task is to strengthen Russia’s position in the international arena. Largely thanks to the effective work of the interdepartmental coordination headquarters, created on the basis of the Ministry of Defense, more than 2 million Syrian citizens were able to return to their homes.

An illustrative example of this work was the holding in Damascus of the International Conference on the Return of Syrian Refugees.

Despite active opposition from the United States and its European allies, representatives of 27 states, the United Nations and the International Committee of the Red Cross took part in the conference.

On the Russian side, 226 representatives from 33 federal executive bodies and organizations took part. During the forum, Russian-Syrian agreements were concluded on key areas of cooperation. As a result of the conference, a final statement was signed and published, which for the first time publicly stated the readiness of the Syrian state to do everything possible to facilitate the return of internally displaced persons to their homes.

Painstaking preparatory work carried out in an interdepartmental format in cooperation with the relevant ministries and departments of Syria made it possible to “break through” an information boycott of Western countries. The international community was able to bring objective information about the real situation with the Syrian refugees.

Within the framework of the forum, 12 humanitarian actions were held, more than 78 tons of food products, medicines and essentials were distributed.

A working group of representatives of the Ministry of Defense, the Ministry of Foreign Affairs, the Ministry of Health, the FSB, the Ministry of Internal Affairs, the Russian Guard and the Presidential Commissioner for Children’s Rights have already returned 129 children who survived the horrors of war to Russia from Syria.

Thanks to the prompt decisions taken by the top military-political leadership of Russia, it was possible to stop the bloodshed in the Nagorno-Karabakh zone. Russian peacekeepers are currently successfully providing a full range of measures related to the establishment of a peaceful life in the region. Today humanitarian tasks come to the fore.

To this end, the Interdepartmental Center for Humanitarian Response is starting to operate in full in Stepanakert from today.

The main tasks of the Center are the return of citizens who left their places of permanent residence, assistance to Azerbaijan and Armenia in restoring civil infrastructure and creating conditions for normal life for the population, coordinating the activities of state bodies and organizations of Russia to provide humanitarian assistance to residents of regions affected by the conduct of hostilities.

The Center is also designed to assist the state bodies of Azerbaijan and Armenia in organizing interaction with international humanitarian organizations.

The backbone of the Center is made up of units of the Russian Ministry of Defense with the involvement of other federal executive bodies.

I am confident that the Syrian experience gained in post-conflict settlement will help to establish a peaceful life in this Transcaucasian region as soon as possible.

The well-functioning system of interaction between the Ministry of Defense, the Ministry of Foreign Affairs and the Ministry of Transport made it possible to release 81 Russian citizens from the crews of ships detained in foreign ports and 15 Russian sailors from pirate captivity.

As part of the construction of the Nord Stream gas pipeline, together with the Ministry of Transport and Rosmorrechflot, the strategic task of ensuring the safe passage of three Gazpromflot vessels from Nakhodka to Baltiysk was successfully completed.

Together with the Russian Geographical Society, four scientific research expeditions were carried out to preserve the memory of the historical facts of the Great Patriotic War and perpetuate the exploits of the Russian people in the Arctic. 12 exhibits were taken out for restoration, three military memorials were landscaped. During a joint Russian-Syrian archaeological expedition, 72 underwater archaeological artifacts were discovered in the water area of ​​the city of Tartus and the island of Arvad.

To ensure the effective functioning of the Crisis Response Center of the Collective Security Treaty Organization, the exchange of protected information this year has been organized with the republics of Armenia and Kyrgyzstan, work is being completed to connect the Republic of Tajikistan to the unified system.

This measure will create a single information and control circuit in the CSTO system with the possibility of full-fledged, real-time information and analytical support for decision-making by the CSTO Collective Security Council.

The effective work of the interdepartmental operational headquarters deployed by the order of the Minister of Defense of the Russian Federation with the active participation of the Ministry of Foreign Affairs, Rospotrebnadzor, the Ministry of Industry and Trade, the Federal Customs Service and the FSB made it possible in an unprecedentedly short time to provide assistance in the fight against the spread of the new coronavirus infection to our foreign partners in Abkhazia, Armenia, Italy, Serbia, Syria, South Ossetia, and the United States of America.

As part of this work, almost 10 thousand people received medical assistance, in 139 settlements, more than 4 million square meters of territories were disinfected.

Subdivisions of the Aerospace Forces, together with interested federal executive authorities, have completed the tasks of removing Russian citizens from China and delivering essential goods by An-124 Ruslan super-heavy aircraft. In total, 214 specialists and 43 units of equipment from five consolidated detachments of radiation, chemical and biological protection troops, over 2,500 tons of medical and other equipment were delivered by military transport aircraft to assist in the fight against the spread of coronavirus infection.

Together with the federal executive authorities and the executive authorities of the constituent entities of the Russian Federation, the forces of the military construction complex of the Russian Ministry of Defense, 25 modern multifunctional medical centers with a total capacity of 2.49 beds were erected in the regions in the shortest possible time. This made it possible to significantly increase the capabilities of the medical infrastructure of the regions in the fight against the coronavirus pandemic.

In addition, the construction of five more hospitals is currently being completed. In the republics of Dagestan, Tyva and Khakassia, the Trans-Baikal and Krasnoyarsk Territories, six additional mobile hospitals were additionally deployed, in which qualified medical care was provided to more than 800 citizens, about 6 thousand people received medical consultations.

As a result of effective interdepartmental cooperation, the volume of hydrometeorological information received in the interests of the Armed Forces has increased by 1.3 times.

The joint development of the Russian Ministry of Defense and Roshydromet is at the final stage of adaptation – a global forecasting model, the implementation of which will double the lead time of forecasting hydrometeorological conditions.

Thanks to the operational coordination of the actions of the Ministry of Defense with the interested federal executive authorities, the efficiency of work in the field of licensing activities related to the use of the sea areas of the Russian Federation has increased by 1.3 times.

The high efficiency of interaction between the Ministry of Defense, the Ministry of Transport, Rosmorrechflot and Rosatom in the delivery of goods that support life in the Far North and remote corners of Siberia and the Far East, made it possible to complete the Northern Delivery activities a month earlier than the established deadline.

In cooperation with the Ministry of Natural Resources, the first stage of ecological clean-up of the Arctic was completed, during which more than 23 thousand tons of scrap metal were collected. The tasks of the second stage are ahead.

In 2020, compared to 2019, this figure has been reduced by 2.7 percent.

More than 2.5 thousand real estate objects that have no prospects for use in the Armed Forces, but are in demand in the regions, have been transferred to municipal ownership.

At the request of the subjects, 239 pieces of equipment were donated free of charge, of which 158 were samples for installation as monuments. Thanks to painstaking joint work with the regions and municipalities, the need to provide children with places in kindergartens this year has been reduced by 7.8 times, and in the employment of members of military families by 8.2 times.

Another serious area of ​​interdepartmental interaction is housing provision for military personnel.

The operational interaction of the Ministry of Defense with the Ministry of Internal Affairs and Rosreestr increased the volume of processed information by 14 and 30 percent, respectively, increasing the total number of servicemen provided with housing in comparison with last year by six percent.

The most important area of ​​joint activity is the involvement of units of the Armed Forces in solving social problems and protecting the population, which this year have provided assistance to local authorities more than 60 times in 36 constituent entities of the Russian Federation.

In particular, in the Kamchatka Territory, preventive measures have been taken for the forced release of avalanches. During the spring flood, the hydrological regime of rivers was restored in three regions of the country. In the Altai Territory, assistance was provided in eliminating the consequences of snow drifts of highways. In five municipal districts of Khakassia, over 100 kilometers of mineralized protective zones have been equipped.

On the territory of 10 subjects, natural fires were extinguished on an area of ​​over 20 thousand hectares. A man-made fire at an oil well was liquidated in the Irkutsk region, and environmental damage to the Baikal region was prevented.

In 25 regions, measures were taken to disinfect defense industry enterprises, civilian and military infrastructure. In order to prevent flooding of settlements in the Jewish Autonomous Region, the task of filling an artificial dam was completed. In the Tulunsky District of the Irkutsk Region, the demolition of emergency infrastructure facilities damaged as a result of last year’s floods was carried out.

Together with the State Atomic Energy Corporation Rosatom and the Ministry of Emergencies, priority measures were taken to eliminate environmental pollution in Usolye-Sibirskoye.

With the Ministry of Natural Resources and Rosprirodnadzor, work is underway to identify and utilize agricultural chemicals at the Kozelsk regional test site in Kamchatka. In addition, in the Murmansk, Tula, Yaroslavl, Kostroma and Moscow regions, transport accessibility of settlements and socially significant objects has been restored.

On the Crimean peninsula, a field trunk pipeline with a total length of over 800 kilometers was deployed in the shortest possible time. Construction of two water pipelines and a water intake is underway.

In two regions, the spread of foci of infection of a particularly dangerous disease of animals and birds was prevented.

All this huge complex of joint measures allowed the Armed Forces to gain valuable experience and to practice specialized tasks in practice.
