First Deputy Prime Minister Andrei Belousov instructed to ensure the strict implementation of the instructions of the President of Russia on the development of transport and the provision of this work with financial resources. He stated this at a meeting of the Presidium of the Government Commission on Transport. The event took place at the site of the Transport of Russia international forum.

“We need to fit this work into the financial framework established by the law on the federal budget. And this work can only be done by joint efforts, ”said the first deputy prime minister.

Andrey Belousov asked to pay special attention to the financial and economic condition of enterprises in the field of passenger transportation. He called for balancing transport security requirements with financial, organizational and human resources. The importance of maintaining suburban railway communication in full in all regions of the country was noted. The corresponding task was set by the President of Russia.

The meeting chaired by Andrey Belousov was attended by Deputy Prime Minister of Russia Marat Khusnullin, acting Minister of Transport Alexander Neradko, Director General of Russian Railways Oleg Belozerov and heads of regions. The main tasks of the Ministry of Transport, monitoring the implementation of the Comprehensive Plan for the Modernization and Expansion of the Main Infrastructure, and the formation of a backbone network of highways were discussed.

Speaking about the transition to a new construction management system within the framework of national projects, the First Deputy Prime Minister emphasized the importance of commissioning facilities and timely preparation of design estimates. One of the most important tasks of the Ministry of Transport is to work on the legislative and regulatory framework. First of all, we are talking about a draft law on the responsibility of investors for failure to fulfill obligations to finance capital construction projects.

Alexander Neradko spoke about the main tasks of the transport complex for 2021. The most important of them are ensuring uninterrupted communication of regions and territories in continuing difficult conditions, as well as the implementation of large infrastructure projects. In the speech, the priority tasks of the department in various sectors of transport were highlighted. In particular, this is an increase in the capacity of the BAM and Transsib, the renewal of the rolling stock of public urban transport, the construction of the Moscow-Kazan high-speed road, the modernization of the airport and airfield network, the expansion of the subsidized air transportation program, the provision of an increase in the capacity of seaports, the construction of a rescue fleet, digital transformation transport complex. Equally important is the implementation of the government’s plan of legislative activity. “In 2021, transport workers will ensure the stable operation of the industry, achieve the goals set by the President and the Government, and contribute to the acceleration of the country’s economy and improve the quality of life of Russians,” said Alexander Neradko.

Andrey Kostyuk, Deputy Minister of Transport – Head of Rosavtodor, made a presentation on the development of the backbone network of highways.

Commenting on his speech, Andrei Belousov noted the need to supplement the concept with information on the development of transport corridors, as well as on the “bottlenecks” of the road network. “The opening of these” bottlenecks “should go in parallel with the development of the railway network, passenger traffic, including high-speed traffic,” he said. At the same time, the concept of the backbone road network must necessarily take into account the characteristics of each region.

In turn, Marat Khusnullin drew attention to the importance of interconnecting construction management and control systems with BIM technologies in the management of construction projects. “In addition, it is necessary to work out mechanisms for attracting extra-budgetary investments in road construction. This is the main task now. It is also important to predict the growth of motorization of the population and link road construction with the development of railways, ”he added.

In addition, taking into account the need for additional consideration of the proposals of the meeting participants, the draft methodological guidelines for monitoring and amending the Comprehensive Plan and federal projects included in it were approved.

First Deputy Prime Minister Andrei Belousov congratulated all transport workers on their professional holiday.
