For this, it is proposed to make a number of amendments to the Regulation on the EMERCOM of Russia, approved by the Decree of the President of the Russian Federation of July 11, 2004 No. 868. The department has developed a corresponding draft decree, which is undergoing public discussion on the federal portal of draft regulatory legal acts

So, at present, the Ministry is an authorized body that checks the readiness of federal executive authorities, executive authorities of the constituent entities of the Russian Federation and local government bodies for the implementation of civil defense measures. The developers of the draft decree are proposed to give the EMERCOM of Russia the function of developing and approving the corresponding instructions for conducting such inspections. In turn, this will contribute to the development of a unified approach in assessing the readiness of authorities at different levels to carry out civil defense measures.

It is also planned to entrust the EMERCOM of Russia with the authority to participate in activities to assess the technical condition of buildings and structures damaged as a result of emergencies. This will make it possible to additionally involve specialists of the territorial agencies of the department in the examination of objects, as well as to use the mobile diagnostic systems available in service.

In addition, the draft decree provides for the normative assignment of the Ministry of Emergency Situations of Russia to the function of creating a culture of life safety of the population. The department carried out this work earlier on the basis of strategic planning documents in the field of national security.

Additionally, the draft decree excludes the concept of “mobilization plan of measures for civil defense” due to its redundancy. At present, the terms “civil defense and population protection plan” and “civil defense plan” are used in the legislation of the Russian Federation.
