According to the data of business and representatives of the expert community, at present, there is a lack of high-performance resources, modern and technologically advanced fruit storage facilities, equipment, packaging and sorting lines that allow producers to preserve the harvest and ensure the supply of high-quality and safe Russian goods.
“We must take a comprehensive approach to the formation of the entire Russian fruit and berry sector, increase the country’s self-sufficiency in fruits and berries of domestic production, and increase the indicators of industries in all directions. For this, first of all, it is necessary to improve the existing measures of state infrastructural support of production facilities and develop mechanisms for the sale of products, ”said Victoria Abramchenko.
The action plan first of all included the development of measures for the accelerated development of the fruit and berry industries, the introduction of intensive production technologies, the provision of modern technology and equipment to manufacturers, as well as the stimulation of the production and sale of high-yielding planting material and the provision of access for products to foreign markets.
So, according to the “road map”, by April next year, the Ministry of Agriculture, the SME Corporation, the Ministry of Industry and Trade and “VEB.RF”, with the participation of the management bodies of the agro-industrial complex of the constituent entities of the Russian Federation, should determine the mechanisms for the sale of fruit and berry products, including through mergers in agricultural cooperatives , providing access to wholesale and retail trade networks, stimulating the export of these products and products of its processing.
The exclusion of apples, pears, quince, plums (EAEU TN VED code 0808) from the list of goods originating from developing countries or from least developed countries, in respect of which tariff preferences are granted when imported into the customs territory of the Eurasian Economic Union, is also considered as one of the measures. … The issue should be worked out by the end of the second quarter of 2021 by the Ministry of Agriculture, together with industry unions and associations.
According to the Deputy Prime Minister, the roadmap measures involve the development by the end of the first half of 2021 of scenarios for the accelerated development of horticulture, nursery and berry production, including forecasts of the need and purchase of planting material, plant protection products, agrochemicals, including biological origin , and other material and technical resources, as well as specialized agricultural machinery. The Ministry of Agriculture has been instructed to involve in this process development institutions – VEB.RF and the Skolkovo Foundation.
The plan also defines the task of introducing modern intensive technologies for the production of marketable products that meet international standards, creating new and modernizing existing technological infrastructure facilities.
To obtain our own high-quality planting material, it is envisaged to develop a subprogram for the development of nursery and horticulture within the framework of the FNTP for the development of agriculture for 2017-2025. And in order to establish increasing coefficients when laying berry plantings, it is proposed to amend the Rules for the provision and distribution of federal subsidies to stimulate the development of priority sub-sectors of the agro-industrial complex and the development of small forms of farming. Already by the end of this year, the department should simplify the procedures and shorten the time for inclusion in the register of breeding achievements approved for use of planting material for fruit and berry crops.
In addition, the Ministry of Agriculture, together with Rosagroleasing and industry unions and associations, will also present proposals for expanding the range of equipment provided to agricultural producers of fruit and berry products and planting material under the concessional leasing program. In addition, it is planned to improve the regulatory legal framework for insurance with state support for the harvest of perennial plantations.
In addition, within the framework of the roadmap, it is necessary to develop specialized equipment for gardening and nursery growing, as well as equipment for processing fruit and berry raw materials, to ensure their serial production at domestic enterprises. The responsible departments are the Ministry of Industry and Trade, the Ministry of Agriculture and the Ministry of Education and Science.
In addition to this, a task has been set (by the Ministry of Industry and Trade, the Ministry of Agriculture, the Ministry of Economic Development, the Ministry of Finance, the Ministry of Education and Science) to improve mechanisms for stimulating the acquisition of competitive Russian agricultural machinery and equipment for the food and processing industry in order to ensure high-quality collection, storage, processing of agricultural raw materials, including fruit and berry raw materials.
On the basis of the institutions subordinate to the Ministry of Agriculture and the Ministry of Education and Science, regional centers of additional professional education, basic (joint) departments, laboratories for gardening and nursery will be created.
