1. Resumption of the session

The session suspended on Friday 23 October 2020 was resumed.


2. Opening of the sitting

The sitting opened at 15.06.


3. Statements by the President

The President made a statement on the recent Islamist terrorist attacks in Dresden, Nice and Vienna in which several people had been killed. He pointed out that they were attacks on Europe’s fundamental values and that everyone should stand united in combating extremism, violence and hate.

Parliament observed a minute’s silence in memory of the victims.

The President pointed out that in order to ensure equal treatment for MEPs in the Chamber and those participating in the sitting remotely, points of order would for the time being not be allowed during plenary sittings. He asked Members to submit any requests for points of order in writing.


4. Approval of the minutes of the previous sittings

The minutes of the sittings of 19, 20, 21, 22 and 23 October 2020 were approved.


5. Composition of Parliament

The competent Romanian authorities had given notice of the election of Clotilde Armand as Mayor of Sector 1, Bucharest.

Parliament took note that, under Article 7(3) of the Act concerning the election of the Members of the European Parliament by direct universal suffrage, that office was incompatible with membership of the European Parliament and established the vacancy of her seat as of 4 November 2020.

The Maltese authorities had given notice of the election of Cyrus Engerer to replace Miriam Dalli as Member of Parliament with effect from 5 November 2020.

Parliament took note of his election.

Under Rule 3(2), until such time as his credentials had been verified or a ruling had been given on any dispute, and provided that he had previously made a written declaration stating that he did not hold any office incompatible with that of Member of the European Parliament, Cyrus Engerer would take his seat in Parliament and on its bodies and would enjoy all the rights attaching thereto.


6. Request for waiver of immunity

The competent authorities in Greece had forwarded a request for the waiver of Ioannis Lagos’s immunity in order to enforce the judgment handed down by the Court of Appeal in Athens on 7 October 2020 sentencing Mr Lagos to prison and fining him for having led and belonged to a criminal organisation, and for breaking Greek laws on the possession of firearms and on flares and fireworks.

Pursuant to Rule 9(1), the request had been referred to the committee responsible, the JURI Committee.


7. Composition of committees and delegations

The President had received from the Renew Group the following decision changing the composition of the committees and delegations:

CULT Committee: Monica Semedo to replace Vlad-Marius Botoş

The decision took effect as of that day.


8. Election of a Vice-President of the European Parliament (announcement of nominations)

The President announced that the following day, Thursday, 12 November 2020, Parliament would elect a new first vice-president to replace Mairead McGuinness. He informed the House that he had received the nomination of Roberta Metsola, proposed by the PPE Group.

Ms Metsola had made it known that she accepted the nomination.

In accordance with Rule 15, given that the number of nominations did not exceed the number of seats to be filled, the candidate would be elected by acclamation, unless Members or a political group or groups reaching at least the high threshold requested a secret ballot.

The deadline for requesting a secret ballot was 19.00 that day, Wednesday, 11 November 2020.


9. Negotiations ahead of Parliament’s first reading (Rule 71)

The President announced, in accordance with Rule 71, the decisions taken by the ECON/BUDG, ECON and CULT committees to enter into interinstitutional negotiations on the basis of the following reports:

—   ECON Committee/BUDG: Proposal for a regulation of the European Parliament and of the Council establishing a Recovery and Resilience Facility (COM(2020)0408 – C9-0150/2020 – 2020/0104(COD)). Rapporteurs: Eider Gardiazabal Rubial, Siegfried Mureşan and Dragoș Pîslaru (A9-0214/2020);

Rapporteur: Željana Zovko (A9-0201/2020).

Under Rule 71(2), if, before midnight on the following day, Thursday 12 November 2020, a request in writing had been received from a number of Members or one or more political groups reaching at least the medium threshold, the decisions to enter into negotiations would be put to the vote.

Negotiations may start at any time after that deadline has expired if no request for a vote in Parliament on the decision to enter into negotiations has been made.
