7. Composition of Parliament

The Romanian authorities had given notice of the election of Vlad Dan Gheorghe to replace Clotilde Armand as Member of Parliament with effect from 10 November 2020.

Parliament took note of his election.

Under Rule 3(2), until such time as his credentials had been verified or a ruling had been given on any dispute, and provided that he had previously made a written declaration stating that he did not hold any office incompatible with that of Member of the European Parliament, Vlad Dan Gheorghe would take his seat in Parliament and on its bodies and would enjoy all the rights attaching thereto.

10. Election of a Vice-President of the European Parliament (to replace Ms Mairead McGuinness)

The President announced that the PPE Group had nominated Roberta Metsola as candidate.

Since Roberta Metsola was the only candidate and as no requests had been for a vote by secret ballot by the deadline set (Minutes of 11 November 2020, Item 8), the President proclaimed Roberta Metsola Vice-President of the European Parliament and congratulated her on her election.

Pursuant to Rule 20(1) she would take the place of the outgoing Vice-President in order of precedence, which was to say first Vice-President.

The President announced that Bettina Hagedorn, President-in-Office of the Council, had forwarded to Parliament the following statement:

‘I note the differences between the position of Parliament and the position of the Council concerning the draft budget for 2021 presented by the Commission.

As President-in-Office of the Council, I therefore consent to the President of the European Parliament convening the Conciliation Committee pursuant to Article 314(4)(c) of the Treaty on the Functioning of the European Union.

Although we will be working under far more difficult conditions than in normal times, I am convinced that we will be able to reach a sound and balanced agreement on the budget for 2021′.
