We, the secretaries of the security councils of the CSTO member states, express our concern about the aggravation of threats to international security and the growing challenges to the security of the member states of the Organization caused by the increased activity of international terrorist organizations.
We reaffirm the particular importance of the implementation of the CSTO Collective Security Strategy for the period up to 2025, which provides for the participation of the Organization in consolidating efforts in the fight against international terrorism and related extremism.
We believe that a priority task is to further progressively build up joint efforts in order to increase the effectiveness of the fight against international terrorism and related extremism, cross-border organized crime and other transnational threats, its financing, including from the proceeds of drug trafficking, as well as the use of information – telecommunication technologies for terrorist purposes.
Based on the strong condemnation by the CSTO member states of international terrorism in all its forms and manifestations, we once again draw the attention of the world community to the need to unite efforts in countering terrorism within the framework of a broad international antiterrorist coalition based on fundamental norms and principles of international law, on the basis of strict observance of the Charter UN and the implementation of relevant UN Security Council resolutions.
We draw attention to the growing danger from the return from conflict zones in the Middle East, as well as from Afghanistan to the countries of nationality, including the CSTO member states, of persons involved in terrorist activities, and the use of their experience of terrorist activities. The trend towards funding, training and equipping such individuals for use as mercenaries in armed conflicts is a matter of concern.
We are in favor of expanding cooperation to prevent the infiltration of foreign terrorist fighters, including by increasing the efficiency of interaction between competent authorities, implementing practical measures to prevent their illegal activities and improving mechanisms for the exchange of relevant information, in accordance with national legislation and the provisions of relevant UN Security Council resolutions 2178 and 2396. We note the efforts of the Russian Federation to destroy the military potential and economic infrastructure of international terrorism in the Syrian Arab Republic.
We express our support for international efforts, primarily within the framework of the Astana format of the International Meetings on Syria, aimed at ensuring stability and security in this country based on respect for its sovereignty and territorial integrity.
We emphasize the importance of the humanitarian actions of the Russian Federation and the Republic of Belarus, as well as the humanitarian mission of the Republic of Armenia in Syria. We note the efforts of Kazakhstan, Russia and Tajikistan to return from Syria and Iraq within the framework of humanitarian operations of their citizens, most of whom are women and children who have become victims of terrorist ideology. We attach particular importance to the issues of their rehabilitation, reintegration and resocialization.
We believe that the promotion of terrorist and terrorism-related extremist ideas, as well as any information support and justification of terrorism create conditions for the radicalization of vulnerable segments of the population, as well as for the recruitment of new adherents into the ranks of international terrorist organizations. In this regard, we attach particular importance to the efforts of the international community to eradicate the conditions and prerequisites for the radicalization of vulnerable groups of the population, as well as to promote the ideas of peace and creation.
We emphasize that an effective fight against international terrorism and related extremism is possible only if the sources and channels of their financial and material and technical support are reliably blocked. interaction in the fight against international terrorism and its financing.
We consider the practice of using terrorist and related extremist organizations by states as tools to realize their own political and geopolitical goals unacceptable, as well as unacceptable by such organizations to use international platforms to promote their ideology.
Noting the relevance of the Code of Conduct for Achieving a World Free of Terrorism, we emphasize that international initiatives in the field of combating international terrorism and related extremism must comply with the provisions of the UN Charter, UN Security Council resolutions, and the UN Global Counter-Terrorism Strategy.
We, the secretaries of the security councils of the CSTO member states, declare our readiness for further constructive interaction with all relevant structures of states and international organizations in the fight against terrorism and other related security challenges and threats.
