Under the chairmanship of the Deputy Governor of the Yaroslavl Region Andrei Shabalin, a working meeting was held on the development of production activities of institutions of the region’s penal system.
The meeting was attended by: Deputy Head of the Federal Penitentiary Service, Lieutenant Colonel of the Internal Service Dmitry Sokolov, Deputy Head of the Federal Penitentiary Service, Colonel of the Internal Service Yevgeny Zarubin, Director of the Department of State Orders of the Yaroslavl Region Andrey Afonin, Director of the Department of Regional Security of the Yaroslavl Region Mikhail Soloviev.
In accordance with the current legislation, one of the main means of correcting convicts is their employment during the period of serving their sentences in places of imprisonment.
– In this case, the work of the convict also acts as a powerful factor in the upbringing of a citizen, he is entrusted with the fulfillment of certain tasks, he feels responsibility for their high-quality and conscientious performance, the social significance of his work, the significance of himself as an individual for the collective and society as a whole, – said the deputy Head of the UFSIN, Lieutenant Colonel of the Internal Service Dmitry Sokolov – Ultimately, all this entails a reduction in the risk of recidivism among convicts after release from prison.
The participants of the meeting discussed the possibility of providing state and municipal orders for the production of products to the institutions of the Federal Penitentiary Service of Russia in the Yaroslavl Region, and also considered the creation of additional correctional centers in the region, which would reduce the number of sentences associated with imprisonment.
Andrey Shabalin noted that the employment of convicts is one of the serious social tasks and drew attention to the need to develop a system of regional support for institutions of the penal system of the region, which will include targeted financial assistance for the development and strengthening of the material and technical base of labor adaptation centers in correctional colonies and modernization of the existing equipment.
When summing up the results, it was decided to study the issue of including the Federal Penitentiary Service of Russia for the Yaroslavl Region in the state program “Prevention of Offenses in the Yaroslavl Region” for 2021-2025 with the aim of acquiring production equipment and further employment of convicts serving a criminal sentence in the form of imprisonment.
