Mister President! Ladies and gentlemen! It’s really exciting when you have to explain three very different projects in a bill within five minutes. The State Secretary did it in four minutes. I’m trying to figure it out in five minutes.

First of all I would like to deal with the subject of rehab. The procurement of services in medical rehabilitation is an important topic, a topic that is about transparency and also about the fact that we redesign the open approval procedure, which has been criticized, and make it sustainable. It is also about ensuring sustainable, transparent performance in the area of ​​remuneration, in the area of ​​utilization, but of course also in the area of ​​procurement.

It is important that we meet three conditions with this law and when dealing with it in the parliamentary procedure.

Condition one: the patient, the person must be the focus. I think that with this law, with the strengthening of the freedom of choice and the patient’s wishes, also in the sense of SGB IX and in the sense of the UN Disability Rights Convention, we are taking the right step towards a positive future and strengthening medical rehab.

Condition two: we have to submit a law that meets the EU tendering criteria.

Condition three – this point must be important to all of us -: We must under no circumstances endanger the plural, diverse rehabilitation landscape with its different providers that we have in Germany, but we must strengthen it in the interests of the patients and in the interests of those who want to use the rehabilitation facilities close to the location with different concepts. This is an important project that we still have to actively shape in the discussion and will support it.

The second topic I want to focus on in this debate is the digital pension overview. The digital pension overview is intended to simplify the presentation of entitlements that have been earned across all three pillars – statutory, company and private pension provision. It is necessary; because we are dealing with different résumés and different professional developments. I’ve been working for 23 years now. I have both a private pension and a company pension. I have also paid into the statutory pension insurance and also get a pension here.

And what do I do every year? I take all status messages, punch them and file them.

The aim is for us to summarize the entitlements, the status reports and the pension funds that have to provide status reports. But that must not end, and that is why we have to monitor the process very closely. In the case of a law with 13 paragraphs, Madam State Secretary, which contains nine statutory authorizations, we should be very careful in the process of what we are doing. It shouldn’t be dismissed with the fact that instead of the four pieces of paper that I punch and staple away every year, I punch a fifth piece of paper and staple it away, on which everything is written again. We need a system without media discontinuity in 2020 and then in 2023 when we go live with the system. We need a system that allows the user to process this data digitally, i.e. a system where I can involve my bank advisor, my pension officer, my pension advisor and also make the digital data available to them. This is how you can create real added value for people, and only then is this system sustainable. We have to achieve this together.

The system must also be administrable. Deutsche Rentenversicherung is a professional and credible partner who can handle this sensitive data and ensure the complexity of the merger.

It is important to us that we do not overburden the bodies that we describe in the law – the steering bodies, the advisory boards. Rather, they have to be small, fast, agile units; because the schedule until 2023 with the budget presented is very ambitious. I can only wish my colleagues from the pension insurance every success with this project. It will not be easy. As a result, however, we will have more transparency, and that will mean that you will be able to recognize your own pension planning and potential pension gaps early and remedy them.

All three projects – besides the two mentioned also the further development of the social elections – are very important for the people who are affected by them. We will monitor this closely during the ongoing process. The proposals that are now on the table from the BMAS are all going in the right direction and hit the right note.
