Dear Madam President! Colleagues! I cannot really think of a sadder occasion than the one that gives today’s debate the topicality it has. Our thoughts are with the victims of the terrible new attack in Nice, France. Our thoughts are with the relatives, with the Grande Nation, but not only in France; because this problem is also a European one.

I want to add: We are happy to discuss the correctness and proportionality of corona measures, but the real fight for our freedom, dear colleagues, takes place here against Islamist terrorism in its ugliness and in its cruelty, as he showed himself again in Nice.

(Applause from the CDU / CSU, the SPD, the AfD and the FDP)

Today’s decision to expire the provisions of the Anti-Terrorism Act is therefore not only correct, but of course long overdue. It has been said: The origin of the regulations goes back to the year 2002 and to Otto Schily. Since then, the world and with it the threat to our country has changed in many ways.

Today, the security authorities are faced with scenarios that were unimaginable 20 years ago. That is why it is not a question of political preference or even political ideology, but simply of the tactical necessity of investigation that we provide our security authorities with the skills and work equipment that they absolutely and, moreover, permanently need.

I say to the address of the Greens:

(Dr. Konstantin von Notz [BÜNDNIS 90 / DIE GRÜNEN]: Yes?)

It is remarkable, dear colleague von Notz, that today, after 18 years, you have still not managed to at least commit to the resolutions you made in your speech.

(Dr. Konstantin von Notz [BÜNDNIS 90 / DIE GRÜNEN]: Yes, independent evaluation!)

You talked a lot about what didn’t work out. You made the main contributions to this in the Federal Council.

Dear Armin Schuster, I don’t even want to speculate about what will come of it after the next election. But I want to say one thing: If I think of green security policy at night, I am deprived of sleep.

(Applause from members of the CDU / CSU and the AfD – Dr. Konstantin von Notz [BÜNDNIS 90 / DIE GRÜNEN]: I don’t even know what to say about it! Madness!)

I am therefore very happy that, after lengthy negotiations, we were able to achieve a breakthrough in the amendment to the Federal Constitutional Protection Act during this legislative period. I believe that everyone can support the compromise that has been found and I look forward to the deliberations.

Dear colleagues, I would like to conclude by saying: The CDU / CSU is always accused of developing an obsession in the area of security policy. I think there is no clearer way to misinterpret our motivation; because we do not act for an end in itself, but we are committed people.

A very big one of these convicts and one of whom I believe I can say that despite his clarity, he enjoys a reputation across party lines, will be leaving our ranks in the coming days in order to devote himself to new and equally important tasks . That is why there is only one thing left for all of us and me personally: a heartfelt “God’s God”, dear Armin Schuster, combined with great respect for what you have achieved for domestic and security policy in this country over the past decade. As I said, everything is always very clear, with recognized, proven expertise and an immovable value compass.

For the new task from the bottom of my heart, all the best, God’s blessings and a good cooperation!

Thank you very much.

(Applause from the CDU / CSU and members of the SPD and AfD)
