The largest expenditure item in the social protection budget program for 2021 is additional payments to Moscow pensioners. 164.8 billion rubles will be allocated for this, which is 4.7 percent more than this year. Caring for the citizens of the older generation is a priority in the work of the Moscow Government and one of the main directions of the state program “Social support for Moscow residents”.
In 2021, spending on social support will grow by five percent compared to 2020 and will amount to almost 570 billion rubles. Now every third Muscovite receives help, which is about 4.5 million citizens.
The city social standard (pension and additional payment) is planned to be increased by 3.7 percent – this is a single percentage of indexation of all types of social payments for the next year. Thus, the minimum income of a non-working pensioner will be 20,222 rubles, which is 722 rubles more than in the current year. The average regional social supplement is about seven thousand rubles.
This will increase the regional social supplement to pensions for almost 2.1 million Muscovites. As a result, about 400 thousand people will receive an increased city supplement, of which 23 thousand will acquire the right to this payment for the first time.
In 2018, the size of the city social standard of the minimum income of a non-working pensioner was 17,500 rubles, from September 2019 – 19,500 rubles.
Moscow’s budget for 2021 remains socially oriented… While maintaining all its social obligations to residents, the city will continue to allocate the necessary funds to implement the most important development programs for the capital. The construction of the subway, roads, railway lines and other large objects of the capital’s infrastructure will continue to be financed in full.
