The draft Unified Plan for Achieving the National Development Goals of Russia for the Period up to 2024 and for the Planning Period until 2030 was discussed by members of the public today during an online meeting chaired by First Deputy Prime Minister Andrei Belousov.

According to him, a single plan is a living document that will be regularly supplemented with new ideas, new initiatives to achieve the goals set by the President.

“Proposals for the development, addition, and adjustment of the unified plan are very important. This is not finished material, and I’m not afraid to say it will never be finished. The only thing constant here is the goal. The target parameters that are set here are those axes that reduce uncertainty and clearly tell us where to go. The President asked us this. As for the implementation, of course, we will adapt to the situation, of course, we will have new ideas, new proposals and new initiatives, ”said Andrey Belousov.

“We believe that the unified plan that we are analyzing generally corresponds to the social spirit of the new provisions of the Constitution, and it will contribute to the changes that every citizen will feel. In the Public Chamber, we record both the request of citizens for qualitative changes in the social sphere, and their request for understanding the decisions made by the executive branch, ”said Secretary of the Public Chamber Lidia Mikheeva.

A unified plan for achieving national development goals of the country was developed by the Government in accordance with the instructions of the President. The document defines strategic priorities for the next 10 years, concrete steps of the Government to achieve the goals defined in the presidential decree. The structure of the unified plan consists of 5 national goals and 25 indicators of their achievement. Complexes of basic measures have been formed – these are concrete actions of the Government, linked to national projects, federal projects or state programs.

According to the head of the Ministry of Economic Development, the most important factor for sustainable growth is a high level of investment activity, the removal of infrastructure restrictions, primarily transport and energy. “A serious challenge for further development is a technological one. Digitalization will become a driver for improving the quality of life of people, a technological breakthrough, an increase in labor productivity, and ensuring the service nature of the state. A separate section of the unified plan is devoted to this, ”Maxim Reshetnikov said at the meeting.

Annual expenses for the implementation of the unified plan amount to 12 trillion rubles, which is more than 50% of the total budget for 2021. For comparison: the cost of all national projects is 2 trillion rubles. “Thus, the overwhelming part of budget expenditures is now tightly linked to the achievement of national development goals,” the head of the Ministry of Economic Development emphasized.

The head of the ONF executive committee, Mikhail Kuznetsov, noted that the Popular Front traditionally invites experts and practitioners of the business community to dialogue to formulate proposals for a plan based on real work and opportunities. He also spoke about the modernization and development of the monitoring services of the ONF: “Together with Yandex, we monitored container sites as an indicator of reform implementation. Now there are 104 thousand sites on Yandex.Maps, where people evaluate the cleanliness and schedule of garbage collection and thus express their opinion about the changes taking place. “
