12.11.2020 The Council of State adopted the decree on health insurance subsidies for 2021. The income limits giving access to the subsidies have been adapted, to improve support for people with modest incomes, as well as for families. low and middle income. A total of 2,500 additional people will thus be able to benefit from subsidies in 2021, within the framework of the planned budget of 132.4 million francs. In the current socio-economic context, this increased contribution will be particularly welcome to support the purchasing power of the population. For the year 2021, the Canton recorded a slight decrease in premiums for compulsory health insurance (LAMal). On average, all age groups combined, they fell by 0.2%. In detail, the premiums for adults (from 26 years old) decrease on average by 0.3% (to 426.40 francs / month); those of young adults (19-25 years) increase by 0.3% (to 300 francs / month) while those of children (0-18 years) decrease by 0.3% (to 109.30 francs / month). The State Council welcomes this situation, even if it needs to be qualified in view of the high level of Neuchâtel premiums in intercantonal comparison. Extension of the circle of beneficiaries All the income limits giving access to subsidies are modified from classification S10 (see appended table). Concretely, new people alone or in couples with or without children of modest economic condition will be able to join the circle of the beneficiaries of subsidies. In total, some 2,500 people will be able to claim a new right to subsidies. These changes make it possible in particular to give effect to the new article 65 paragraph 1 bis LAMal (LAMal social objective) and comply with the judgment of the Federal Court (Lucerne case) of January 22, 2019. Increase in subsidies for young adults The amounts of subsidies remain broadly identical to the year 2020, reflecting the stability of the bonuses. However, the cantonal reference premium will be slightly increased for young adults (+3 francs / month), which leads to the adaptation of the subsidies of classifications S1 to S15 for this age group. Further optimization in the area of grants Partial automaticity in the granting of grants to ordinary beneficiaries is becoming the rule. Concretely, policyholders are automatically sent a decision on the basis of their last tax declaration. However, the latter must confirm the accuracy of the data by returning a reply coupon for obtaining the subsidy. This validation helps prevent the risk of error and misperception of services. As in previous years, a cantonal reference premium (PARC), considering the ordinary deductible with the accident risk, is determined for recipients of social assistance. This represents the maximum granted for this category of beneficiaries. Thus, on the basis of powers of attorney sent to the Cantonal Health Insurance Office (OCAM). The affiliations of these policyholders with the help of social services are optimized year after year, depending on premium rates and different insurance models. Substantial savings are thus achieved, without penalizing policyholders. Formalities for obtaining a subsidy People who have not yet received a subsidy and who are entitled to it are in principle systematically informed, after their final taxation has been made. Two scenarios may arise depending on the activity performed: Persons of independent status (in the fiscal sense) whose taxation demonstrates a potential right will receive a letter informing them of the possibility of examining their situation via the regional social window (GSR) in their region. The same goes for young people under the age of 26 who do not have a family.
The other insured persons (young people under 26 years old with dependents, employees, pensioners, etc. over 26 years old) whose taxation demonstrates a right receive a reply coupon to obtain the subsidy, allowing them to confirm that the data used in the calculation of the subsidy are exact and always up to date. In addition, any person whose situation has changed and who finds himself in a situation of eligibility for the subsidy can approach the GSR in his region to obtain useful information and, if necessary, submit a request for social benefits. Advice to the population The Council of State reminds all Neuchâtelois that there is still time to change their basic insurance for next year. If this has not yet been done, choosing an economic fund and / or opting for a specific insurance model (family doctor, healthcare network, etc.) can significantly reduce the household bill without changing the level of franchises. Advice is published on the website of the cantonal health insurance office: EDITOR’S NOTE: This article is a translation. Apologies should the grammar and / or sentence structure not be perfect.
