Russian Prime Minister M.V. Mishustin signed a decree on the creation of a port special economic zone (SEZ) in the Astrakhan region. In the area of the operating seaport “Olya” it is planned to create a SEZ and combine it into the Caspian cluster with the industrial-production SEZ “Lotos” as a cargo base of the International Transport Corridor “North-South” with a single management company. The project is planned to be implemented in two stages. As part of the first stage, the existing berths of the Olya port will be modernized. At the second stage, within the framework of the SEZ, it is planned to create a new container terminal in the Caspian Sea.
“The creation of the SEZ will increase the competitiveness of Russian ports in the Caspian and attract additional cargo traffic from the countries of the Middle East and Asia. In 2021-2022, the Ministry of Economic Development of Russia will provide 1.1 billion rubles for the modernization of the berths of the port of Olya and 1.4 billion rubles for the creation of infrastructure for the construction of a new container terminal, these funds are already provided for by the draft federal budget, “said Deputy Minister of Economic Development Sergei Galkin.
Within the framework of the project, 5 anchor residents were announced with a total volume of declared investments of 19 billion rubles, ready to implement investment projects for the construction and operation of the seaport infrastructure, as well as in the areas of logistics and production. Resident companies will create about 1000 jobs.
The draft resolution on the creation of a port SEZ and the Caspian cluster on the territory of the Astrakhan region was submitted by the Ministry of Economic Development of Russia to the Government of the Russian Federation in early October 2020. The creation of a port SEZ on the Caspian coast was commissioned by Russian President Vladimir Putin.
