A solemn ceremony of launching traffic along the third start-up complex of the Central Ring Road (TsKAD-3) with a length of more than 105 km took place. This section of the Central Ring Road was built from scratch and became the most modern smart highway, traffic along which is controlled from a single center. The opening ceremony was attended by Deputy Prime Minister Marat Khusnullin, Special Presidential Representative for Environmental Protection, Ecology and Transport Sergei Ivanov, Presidential Aide Igor Levitin, Presidential Plenipotentiary in the Central Federal District Igor Shchegolev, Minister of Transport Vitaly Savelyev, Minister of Construction and Housing utilities Irek Faizullin, Governor of the Moscow Region Andrey Vorobyov, Deputy Chairman of the Federation Council Nikolay Zhuravlev, Chairman of the State Duma Committee on Transport and Construction Evgeny Moskvichyov, Chairman of the Board of the state company Avtodor Vyacheslav Petushenko, member of the Supervisory Board of the state company Avtodor Evgeny Ditrikh ( Minister of Transport of the Russian Federation from 2018 to 2020).
Marat Khusnullin congratulated on the opening of the third launch complex and noted that more than half of the Central Ring Road will be fully operational from today, and about 100 km will be launched by the end of the year.
Special Presidential Representative for Environmental Protection, Ecology and Transport Sergei Ivanov noted that with the opening of the Central Ring Road-3, the environmental situation in Moscow will improve. This is primarily due to the fact that most of the trucks will leave the Moscow Ring Road and move to the Central Ring Road, and this will have a beneficial effect on the environment.
Plenipotentiary Representative of the President in the Central Federal District Igor Shchegolev drew attention to the most important task – to improve road safety. He added that TsKAD-3 fully corresponds to the President’s instructions. “I also consider myself to be residents of both Moscow and the Moscow region, I believe that this is a gift to all of us who live in the Moscow region and come here. The road ultimately means both new jobs and higher economic efficiency. I would like to congratulate everyone once again and wish them not to slow down, we are looking forward to the completion of the construction of the entire highway, ”said Igor Schegolev.
Igor Levitin said he was glad that this project was successful. He recalled that when he was Minister of Transport in 2004, for the first time, they talked about toll roads and the development of a frame of high-speed roads in Russia. “And in 2020, we opened a section of the Central Ring Road, which is an element of smart infrastructure with sensors and elements of an intelligent transport system,” Levitin said.
Transport Minister Vitaly Savelyev joined in the congratulations and noted the contribution of 3 thousand specialists who took part in the construction of the third start-up complex. He also noted the uniqueness of the route, on which five eco-ducts, 47 overpasses, 17 bridges were built, and the intelligent system “Free flow”, with the help of which it will be possible to pass the frames without stopping.
Before the opening of traffic on the Central Ring Road-3, the interaction of an unmanned vehicle with intelligent infrastructure was tested. He received information on the move from special sensors built into the road. The operator controlled the drone at the Central Control Center of the Central Ring Road.
The CPU is part of the automatic traffic control system. This is the heart of highway management, information from sensors and cameras about the density of traffic flows, the appearance of foreign objects on the road, the occurrence of emergency situations flows into it. Seven weather stations located along the route allow you to accurately predict weather changes for the next four hours and, if necessary, promptly contact utilities for cleaning and processing the road.
The basis of the entire system was a four-lane track with 68 artificial structures with a total length of 6831 m. Among them is the bridge over the Canal named after I. Moscow, the total length of which is 1410 m.
To increase its throughput, a barrier-free fare payment system is used, operating on the principle of “Free flow”. It automatically classifies cars and recognizes their license plates, issuing invoices that can be paid through a mobile application, personal account on the website or using a transponder.
TsKAD-3 connects the highways M-11 “Neva”, M-8 “Kholmogory” and M-7 “Volga” and is the central section of the international transport route Europe – Western China (MTM EZK).
