On November 10, by the decree of the President of Russia, Irek Fayzullin was appointed Minister of Construction, Housing and Utilities.

The Deputy Prime Minister introduced the new head of the department Irek Fayzullin to the staff of the Ministry of Construction and Housing and Utilities. The decree on his appointment as head of the Ministry of Construction was signed by the President on November 10. Previously, he served as First Deputy Minister of Construction and Housing and Utilities. In the new post, Irek Fayzullin replaced Vladimir Yakushev, who had been in charge of the department since May 2018.

“The knowledge and practical experience of Irek Envarovich will help the department achieve high results in its work and fulfill all the tasks set for the industry by the President of the Russian Federation Vladimir Putin. Now the building complex is experiencing more than ever a favorable time to address all key issues. The full understanding and support of the President and the Prime Minister, as well as the abundance of qualified personnel, forms an excellent basis for the comprehensive development of construction as one of the leading sectors of the country’s economy. We have a unique opportunity to make the construction industry in Russia one of the most advanced in the world, ”the Deputy Prime Minister emphasized.

Marat Khusnullin noted that this year the Ministry of Construction has done a lot of work and created a foundation for the further successful activities of the department. He stressed that the industry is faced with the task of reducing the investment and construction cycle by at least a year. In addition, it is necessary to continue active work on housing commissioning, which meets the objectives outlined in the national plan. According to the Deputy Chairman of the Government, the Housing program in the coming years will become the main driver of the country’s economy development. Therefore, special attention should be directed to ensuring growth, acceleration and removal of restrictions on the way of the federal project.

The Deputy Prime Minister outlined the key tasks of the ministry. Among them are the digitalization of the construction industry processes in order to increase labor productivity, a radical change in approaches to design, examination and control of industry activities. Substantive work will continue to resolve the issue of defrauded equity holders; in parallel, a process will be set up to prevent new cases of long-term construction.

The most important task facing the building complex today is close work with the regions. It is necessary to build systematic work with the governors, to provide incentives for budgetary and extra-budgetary funding. Investors should be interested in cooperation with the industry. And one of the main levers of such influence can be the development of mortgages. The ministry’s strategy for achieving national goals will be revised.

In turn, Irek Fayzullin expressed gratitude for the trust and assured the Deputy Prime Minister that the achieved indicators would be increased.

“We will carry out the most active work in the given directions, without reducing the achieved rates. The Ministry of Construction of Russia for the next ten years faces the most important task – to improve the quality of life of 5 million families. This is possible only thanks to an integrated approach – the construction of new high-quality housing, the resettlement of dilapidated houses, the creation of comfortable urban spaces, the removal of administrative barriers, and major repairs. The work done under the leadership of Vladimir Vladimirovich Yakushev, of course, led to tangible results. Since January of this year, I have immersed myself in the work of the department, and there is no doubt about the highest professionalism and cohesion of the team. We understand all the benchmarks, we will fulfill the tasks set for the industry, ”said the head of the Ministry of Construction.
