On November 11, under the leadership of the Deputy Minister of EMERCOM of Russia Pavel Baryshev, the second meeting of the working group of the Government Commission for the Prevention and Elimination of Emergencies and Fire Safety was held.
The participants discussed the creation and development of public warning systems in the constituent entities of the Russian Federation. The event was attended by representatives of federal executive authorities, heads of interdepartmental working groups of the constituent entities of the Russian Federation, as well as telecom operators and broadcasters of all-Russian compulsory public TV channels.
The topic of alerting the population is currently of paramount importance, since it concerns the preservation of the life and health of citizens in the face of growing risks of a natural and man-made nature.
Within the framework of the meeting, the not entirely satisfactory results of comprehensive checks of the readiness of regional and municipal public warning systems, centrally organized throughout the country on October 2, were considered. In each subject, electric sirens and loudspeakers were put into operation, as well as the replacement of broadcasts of local television and radio channels was organized.
As a result, a decision was made to organize similar inspections twice a year – on the first Wednesday of March and October each year. Until March 2021, when the scheduled inspection will take place, the state authorities of the constituent entities of the Russian Federation and local governments need to eliminate the identified deficiencies, ensure the readiness of the public warning systems in full.
During the meeting, P. Baryshev noted that as part of the implementation of measures to implement the Fundamentals of State Policy in the Field of Civil Defense and Protection of Population and Territories from Emergencies, the Russian Ministry of Emergency Situations, together with the Ministry of Digital Science of Russia, had developed a number of fundamental regulatory legal acts on public notification. The corresponding joint orders were signed and registered with the Ministry of Justice of Russia.
From January 1, 2021, the Regulation on public warning systems and the Regulation on the organization of operational and technical maintenance of public warning systems will come into effect.
Thus, the Regulation on public warning systems defines their purpose, tasks and requirements, as well as the procedure for activating and maintaining in a state of constant readiness. Bringing emergency information to the public begins, as before, with the signal “Attention to all!” by turning on sirens and powerful speakers. After that, the audio messages are transmitted over communication networks. This involves television and radio, local telephone and cellular communications, street loudspeakers, wired radio broadcasting and other resources.
A set of measures to maintain the operability of technical warning devices is determined by the new Regulation on the organization of operational and technical maintenance of public warning systems.
