Ukraine’s economy will not withstand a full lockdown, so the Government and the Ministry of Health, together with epidemiologists, analysts, and business representatives, have developed a balanced version of additional quarantine restrictions. This was stated by Prime Minister Denys Shmyhal during a regular meeting of the Cabinet of Ministers of Ukraine on November 11.

The Ministry of Health initiated amendments to Resolution No. 641, which provide for the introduction of the so-called quarantine regime on weekends in Ukraine.

“I understand that the new restrictions are unpleasant and painful for many members of the business, entertainment and cultural community. The Government is ready to lend a hand to support our entrepreneurs during the intensified quarantine regime on the weekend,” said the Prime Minister.

According to Denys Shmyhal, the following support programs will be fully restored and expanded:

• compensation of part of workers’ salaries due to nonproductive time;

• a portfolio guarantee program, which should start working in the near future (up to 80% of the loan will be covered by the state);

• the possibility of applying the mechanism of recognizing “weekend quarantine” as a force majeure circumstance, which we are currently negotiating with the Chamber of Commerce and Industry;

• continuing the implementation of the program of “Affordable Loans at 5-7-9”, which allows to get a credit vacation for business. We are talking about refinancing existing loans in fact at 0%.

The Prime Minister noted that due to the exponential growth in the number of COVID-19 patients in Ukraine, the workload of hospitals and Ukrainian doctors is significantly increasing.

“COVID can suspend our responsibility to comply with anti-epidemic measures: distance, wearing a mask, use of antiseptics. If a member of your family is ill, stay in isolation. The state will pay for sick leave, “the Head of Government stressed.
