The government continues to work on resettlement of citizens from dilapidated and dilapidated housing located in the vicinity of the Baikal-Amur Mainline (BAM). Mikhail Mishustin made changes to the state program “Provision of affordable and comfortable housing and utilities for citizens of the Russian Federation”, which will help speed up this process.

The problem of resettlement of dilapidated housing in settlements on the territories adjacent to the railway line has existed for decades. Many citizens still live in cabins and barracks, which during the Soviet years were provided to road builders and their families for the duration of work.

To solve this problem, subsidies are allocated annually from the federal budget. The money is directed to the regions for the construction of new houses for displaced persons and for social payments to citizens for the purchase of new housing. Now the rules for the provision of these funds are changing.

For example, with the help of social payments, migrants will be able to purchase a house or apartment not only in their settlement, but also throughout the region. In addition, the amount of the payment itself is being specified. It will depend on the average cost of 1 sq. m of housing in the region and the established standard for the total area of ​​living space: 33 sq. m – for a lonely citizen, 42 sq. m – for a family of two, 18 sq. m – for each family member of three or more people. Previously, this standard was not fixed at the federal level and could change depending on the region.

Another change in the state program concerns the amount of subsidies that are directed to the regions for the construction of houses for migrants. It will be calculated on the basis of the estimated cost of the object, confirmed by the state examination, and not the standard of the average market value of 1 sq. m of housing in Russia, approved by the Ministry of Construction. This will help create more favorable conditions for the construction of new housing, since in the northern regions the cost of work is significantly higher than in the country as a whole.
