Mister President! Dear Colleagues! Ladies and gentlemen! As a reliable partner of the international anti-IS coalition, the Federal Republic of Germany makes significant contributions. And it is correct: in the past we laboriously worked out our mission and now we have created a very useful and internationally resilient construct, not only in terms of legal protection – a large majority of this House is behind this mission – but also to it – that is very gratifying; Colleagues Schmid and Hardt mentioned that we are now ready to support the NATO mandate there.

Why is this reliable contribution so important? First. Many international efforts in Iraq have come to a standstill, particularly in the area of ​​“fighting Covid-19”. But like Covid-19, IS is spreading very flexibly and very adaptively. The point is to maintain the persecution pressure on ISIS, and that is why we want to continue this mission there.

Secondly, dear colleagues – the speakers of the opposition mentioned it – there are clearly challenges, especially with regard to the popular militias, which belong to the Shiites and are the extended arm of Iran. But that is precisely why the capacity building of the Iraqi government through our contribution is so important to enable the Iraqi government to have complete control over these strange troops and to contain the influence of Iran. That is also why our work there is relevant.

There is a third thing close to my heart. If we look at our German commitment, we see that we have achieved a great deal in the last six years. In our debates here, we focus almost exclusively on the military contribution that is indispensable for providing civilian support in the field of humanitarian aid and development cooperation. But since 2014, more than 2 billion euros of German aid funds have deliberately flowed into very specific projects on site. Thanks to the assistants who did this!

In addition, dear colleagues: 750 million euros of this went to the areas liberated from IS.

All of this is only possible because we started supporting the Peshmerga in 2016. I mean to say: We are able to act strategically here as the Federal Republic of Germany: through our work for the Peshmerga in the past, through the capacity building through NATO and the anti-IS mandate and of course – we are not allowed to do that forgotten – through the EU-Turkey agreement, which limits migration to Europe.

All of this together is what defines our strategic approach in the region. With this in mind, I am promoting the mandate.
