Mister President! Dear Colleagues! The federal grant to the GKV – tax revenue of 5 billion euros – has been mentioned. But I would also like to add that we are not forgetting agricultural health insurance here and are also giving EUR 30 million in this direction.
I would also like to make it clear that what is bundled and coordinated in this law is a great achievement. At this point, I would like to thank the statutory health insurance system that these 8 billion euros in financial reserves are going back to the health fund. That is also a great achievement. So thank you very much!
(Applause from MPs of the CDU / CSU and MP Marianne Schieder [SPD])
The second point, dear colleagues, is of course the subject of the midwifery support program. It is – I would like to emphasize this – a clear improvement for the parturient, but also for the midwife. You cannot, Ms. Kappert-Gonther, disrespectfully set up a scenario “Everything is bad, everything is weak”.
(Shouting from Abig. Dr. Kirsten Kappert-Gonther [BÜNDNIS 90 / DIE GRÜNEN])
No, the midwifery support program is correct, it is good. We comply with these demands. Of course, it is also clear that we want the midwives to work with the woman giving birth, and not just in preventive care and aftercare. We met here. That is why we are making improvements here and are taking 200 million euros into our hands. You are wrong here if you argue like that.
(Applause from members of the CDU / CSU – Dr. Kirsten Kappert-Gonther [BÜNDNIS 90 / DIE GRÜNEN]: That doesn’t solve the structural problems!)
But I would also like to make it clear for the area of nursing: These 20,000 jobs that we will finance here – and for which we will of course also advertise here – the nursing assistants that we want to bring into the system, that is the first step, to bring people into connection with the care sector and does not exclude that we then invest in training and further education. We don’t just invest in roads, tar or whatever; we invest in people – because we believe in people and because that is a wonderful and good job.
(Applause from delegate Rudolf Henke [CDU / CSU])
That is an essential point that we have to decide here.
I believe that we have succeeded in bringing care for the elderly on a par with care in hospitals. I also mention child and adolescent medicine, all of these areas. Nursing is important, but elderly care is just as important to us; therefore we are documenting it. We need to build up staff here. We trust people to do that. That’s why we spend a lot of money: because care is a future issue. I ask for your approval here.
Thank you very much.
(Applause from the CDU / CSU)
