Mister President! Dear colleagues! Ms. Möller mentioned it just before: The exact title of the mandate that we are extending today is “Ensure stabilization, prevent ISIS from regaining strength, promote reconciliation in Iraq and Syria”. On the one hand, this title describes the objectives of the mandate, but on the other hand it describes the challenges we face. It is not just the fight against IS – and our answer to the situation in Iraq and Syria is not just a military answer either – it is not just the deployment of the Bundeswehr, but we provide a networked answer to this difficult security situation major contributions by the Federal Foreign Office and the Federal Ministry for Economic Cooperation and Development, which make a very significant contribution to the achievement of goals – namely stabilization, reconciliation and preventing the resurgence of IS.

But, ladies and gentlemen, the aim is also the fight against IS – not only, but also. We experienced this day today under the impression of a second corona wave. But what we are also experiencing at the moment is a wave of Islamic terrorism that is sweeping through Europe: October 4th Dresden, October 16th Paris and today Nice. Of course, shortly afterwards, we do not yet know the radicalization history of each individual attacker. But it is clear to all of us that key backers, key inspirers, idea generators, key ideologies come precisely from this area in Iraq and Syria and are still there.
We all experienced what it was like in 2015, when ISIS suddenly took large parts of the region under its control, what effect that also had on the radicalization of people around the world who went there as foreign fighters. Without the courageous commitment of the anti-IS coalition, without the deployment of the Bundeswehr, this wave would not have been broken back then. So I can say today: this mission has been a great success so far.
But now it is a matter of securing stabilization and preventing the IS from regaining strength. We also need the Bundeswehr for this. Today we are issuing a mandate with capabilities particularly in the area of stabilization, and that in the sense of helping the establishment of self-supporting security structures for the Iraqi armed forces. We are specifically helping in the fight against IS with air surveillance, air refueling, air transport, etc. These contributions are important for the fight against the “Islamic State”. Our international partners rely on us. These contributions are for our own safety.
Ladies and gentlemen, I therefore ask you to approve the mandate.
