Good afternoon, dear colleagues! Dear Abdulla Nigmatovich (A. Aripov)! Dear participants in the meeting of the Council of CIS Heads of Governments!
Separately, I would like to welcome the heads of the governments of Belarus and Kyrgyzstan – Roman Aleksandrovich Golovchenko and Sadyr Nurgozhoevich Japarov, who are participating in the meeting for the first time. I would also like to thank Abdulla Nigmatovich and all our colleagues from Uzbekistan, who is chairing the Commonwealth this year, for holding the planned meetings even in such a difficult period.
Today’s meeting is being held via videoconference. The coronavirus, unfortunately, is not yet receding. Our specialized structures work together to stop the spread of the disease. Once again I would like to reaffirm Russia’s readiness to help its CIS partners, to share the achievements that it has. Russian diagnostic tests have already been transferred to all states of the Commonwealth. Rospotrebnadzor specialists advise their colleagues. And the Ministry of Health as well.
Two manufacturers have registered coronavirus vaccines in Russia. Now we are creating conditions for the citizens of our country to be vaccinated. Of course, we will work on the supply of vaccines to our fraternal states, to other countries.
The coronavirus is a common problem. The spread of such a dangerous disease has affected all areas of life. This did not reflect in the best way on our economies. In the CIS member states, as well as throughout the world, economic activity has significantly decreased. In the first half of this year, compared to the same period last year, the turnover in mutual trade and in trade with third countries decreased.
The situation is complicated by other factors as well. Difficult situation in Belarus and Kyrgyzstan, aggravation of the conflict in Nagorno-Karabakh. Some members of the international community are trying to use the pandemic and general global instability in order to gain economic and often political advantages, impose their vision of economic processes. Sanctions and protectionist measures are widely used for the purpose of unfair competition. And in these conditions, the countries of the Commonwealth must maintain constructive interaction, work harmoniously, and remain closest economic partners for each other. Russia is determined to do just that.
In the spring, we approved the Strategy for the Economic Development of the Commonwealth for the next 10 years. Today we will consider a draft action plan for the implementation of its first five-year stage. The document was prepared taking into account the new economic realities.
The activities of the plan are aimed at strengthening the positions of our states in the world arena, making the economies of the participants more competitive. They cover the whole range of tasks facing the Commonwealth – from developing mutual trade and improving the business climate to enhancing cooperation in the field of innovation, which all colleagues spoke about.
The need to accelerate the digitalization of the economies of the member states and public institutions is also taken into account. The situation with the coronavirus has once again confirmed the importance of this work.
Russia fully supports the draft action plan.
The agenda of the meeting also includes other issues, including those related to nuclear energy. It is also a framework program for cooperation in the field of peaceful uses of atomic energy for the next 10 years, an action plan for its implementation. We support their adoption. And we will sign an intergovernmental agreement on transboundary transport of radioactive materials.
I would like to note that, despite the difficult situation with the coronavirus, the implementation of the program for the reclamation of the territories of states that have been affected by uranium mining continues. Today we will summarize its results for the past year.
Dear colleagues, dear friends!
The CIS is an international organization with extensive accumulated experience. And now, in the context of the coronavirus, this experience is especially in demand. We need to learn to support each other in such a difficult time, develop multilateral interaction, make decisions that will further bring our countries closer together and strengthen cooperation.
At the end of my speech, I would like to once again from the bottom of my heart thank the Uzbek side, personally Abdulla Nigmatovich Aripov for performing the chairmanship, despite, as I said, extremely specific conditions. And also wish success to our fraternal Belarus, which will take over the chairmanship next year. I hope that in the spring, according to the established tradition, we will be able to meet in the capital of the chairman state – in Minsk.
