Mister President! Ladies and gentlemen! I, too, would like to extend my warmest thanks to everyone who participated in the committee of inquiry. The colleague Höhn has already named the group of people.

As for the matter itself. I draw several conclusions from the final report:

Firstly – all of this has been recorded in the investigation report – errors have been made, in particular with regard to control mechanisms in the BAAINBw, as well as communication with the BMVg.

Secondly. In addition to what the colleague Dr. Brandl said, I would like to state: It turned out that neither the then Defense Minister nor her State Secretary had any influence on award decisions or decisions on the award of advisory services. For that reason alone, dear colleagues from the AfD, there is no reason to deprive the State Secretary of the Cross of Merit.

(Dr. Alexander Gauland [AfD]: That’s not an argument! That’s not an argument at all! If the woman has failed completely, she won’t get a cross!)

Third. Our control mechanisms work. – Today I would like to say: The checks and balances are working. On the one hand, this concerns the Federal Audit Office, whose reports ultimately gave the reason to set up this committee of inquiry and to shed light on and examine several aspects in more detail. But that also applies to this committee of inquiry itself. Like my colleagues, I attach great importance to the statement, which is expressed, for example on page 567 of the report – headline: “Common will to clarify” – that we – and by that I mean my group, but of course also the SPD parliamentary group – as part of the legislature, also exercise our control function. Here is the passage from the report I am referring to and which I quote with the permission of the President:

Despite some doubts about the necessity of this investigation, the majority parliamentary groups have worked constructively in fulfilling the mandate given by the Defense Committee in respect of minority rights.

Fourth. Our colleague Dr. Brandl already touched on: As a consequence of the results of the audit report of the Federal Court of Auditors and the deficiencies in the awarding of services to external consultants examined by the investigative committee, a number of measures have been taken to regulate this matter better in the future.

I do not want to repeat everything that Mr Brandl said, but I would like to point out that the measures began on August 18, 2018, long before the committee of inquiry began its work. For example, it was decided that a further 18 advisory and support services should be examined as part of a reliable sample.

September 26, 2018: All calls from the contracts criticized by the Federal Audit Office were stopped or terminated.

October 2018: Measures by the BMVg to guarantee the four-eyes principle.

November 2018: Implementation of the central service regulation “Use of external advisory and support services” by the BMVg.

And finally – but that was already while the committee of inquiry was meeting -: Implementation of the service regulation “Implementation of the administrative regulations for payments, bookkeeping and accounting” with effect from September 2, 2019.

Ladies and gentlemen, I am pleased that the reports by the Federal Audit Office were the initial spark for the committee of inquiry and, as a consequence, for the improvement measures. As I said: there have been consequences.
