The provision of public services in the field of real estate turnover will be simplified, the time for registering property will be reduced, cadastral registration and other services will be provided faster. In addition, a service will be launched across the country that will allow you to receive information online from the USRN for real estate transactions. This became possible thanks to the introduction of a new information system for real estate accounting – FGIS USRN in all regions of the country. This was stated by Deputy Prime Minister Victoria Abramchenko.

She stressed that in October this year, the most important digital real estate project for the country was successfully completed. The new system is unique. This is a completely domestic development that does not depend on any sanctions.

The transition to this system took place without stopping the registration and accounting procedures. “We were smoothly transferring information from two registries to a single database. We haven’t stopped the real estate market for a single day. Hundreds of thousands of transactions were recorded every day and real estate information was released, while a new large system was introduced. This is aerobatics. Like refueling in the air, ”said the Deputy Prime Minister.

All 85 constituent entities of the country switched to work in the Federal State Information System for maintaining the Unified State Register of Real Estate (FSIS USRN), which combined data from the State Real Estate Cadastre (GKN) and the Unified State Register of Rights (USRR).

“We have completed three years of work to create a unique domestic digital system. This is a complex engineering process, which is associated with the migration of data from the old system to the new one, with setting up work with the MFC, teaching people to use new interfaces. The transition of the whole country to such a global base as the FSIS USRN is, of course, a new milestone in the history of real estate turnover in Russia, “said the Deputy Prime Minister. She stressed that there is no Russian practice of operating such systems throughout the country and there are no analogues in the world. FSIS USRN is more than 10 petabytes of real estate data. For comparison, the size of the results of experiments carried out during the year at the Large Hadron Collider reaches 4 petabytes.

The Deputy Prime Minister noted that the old portal services and systems created in 2011-2012 did not meet the digital requirements of our time and did not provide the required level of quality of services. FSIS USRN replaced 340 disparate information systems.

“This, in turn, gave rise to duplication of information, lack of unity of accounting and registration processes and, as a result, prompt and reliable information about the registration actions, issuing information about real estate, not to mention the difficulties of monitoring compliance with legislation in the field of real estate, opacity and high corruption risks ”, – explained Victoria Abramchenko.

According to the Deputy Prime Minister, thanks to the introduction of new information technologies in the real estate sector, the quality and reliability of information in the USRN will increase, and the procedures for obtaining services will be simplified.

“Registration of property rights, mortgage agreements, cadastral registration and dozens of procedures in this area will be carried out easier and faster. The system already processes about 7 requests per second 24/7, working without weekends and holidays. Today, the FGIS USRN receives about 100 thousand applications daily for state registration of rights and cadastral records, as well as more than 500 thousand requests for information from the USRN. These are unprecedented volumes of data processing, ”said Victoria Abramchenko.

The Deputy Prime Minister explained that thanks to the unification of all information resources into a single system since 2017, the consolidation of all data on objects and rights to them in it, it became possible to register the rights to real estate and put it on the cadastral register at the same time. Such a unified procedure will save applicants from unnecessary actions, which, of course, will reduce the time required for registration of real estate.

Previously, in order to register and receive documents, for example, for his residential building, the copyright holder had to go through the procedure for preparing a set of documents, submitting an application, waiting 10 days for each of the procedures and receiving documents twice. In general, in a simplified form, it was eight steps and more than a month of waiting for the result.

“Now the registration process has been halved – to four steps and 10 working days. In practice, due to the system, the terms for rendering public services have been reduced to three working days, and even less in some cases. For example, we registered the Crimean bridge in a day, ”said Victoria Abramchenko.

Among other changes: the receipt of public services in the field of real estate will not depend on the real location of the property. For example, a resident of St. Petersburg will be able to issue the rights to an apartment located in Yalta without leaving his region for this. It is important that the Crimean peninsula now operates in a unified information system.

In addition, the introduction of the USRR FGIS will make it possible to launch a service for issuing extracts from USRN throughout the country. Today, in accordance with the legislation, it takes three days to obtain an extract of rights, and when switching to a new system, it will take from 30 seconds to several minutes. This will allow users to quickly obtain information on the characteristics of real estate, check the owners or clarify the presence of encumbrances before a real estate transaction. Prior to the implementation of the USRN FSIS, the service operated in pilot regions. To use the service, the user will need to log in through the Unified Identification and Authentication System. You can search for objects by address or cadastral number.

According to the Deputy Prime Minister, citizens can sleep peacefully and be sure that the information about their real estate is under reliable protection. Their safety in the FGIS USRN is ensured in accordance with all modern information security requirements. And to ensure fault tolerance, distributed data centers were specially created to ensure reliable and stable operation of the system.
