The legislation of the Russian Federation will also be amended to involve SMEs in export activities.

Following the results of an enlarged meeting of the Presidium of the State Council, Russian President Vladimir Putin instructed to introduce changes into the Business Climate Transformation Action Plan, including an event to create the “bona fide exporter” institute.

“The institute will be created in order to provide the conscientious exporter with additional advantages, to ensure a simplified procedure for his interaction with the authorities and to reduce the administrative burden on him,” – follows from the message on the website of the President of the Russian Federation.

The deadline for the execution of the order is June 1, 2021.

In addition, the head of state ordered until October 1, 2021:

submit proposals for introducing amendments to the legislation of the Russian Federation aimed at involving small and medium-sized businesses in export activities, including increasing sales of Russian goods on electronic trading platforms;

to ensure the creation of conditions for organizing the activities of warehouse complexes (hubs) on the territory of the Russian Federation;

consider the implementation from 2022 of financing measures to ensure preferential access for small and medium-sized businesses to the infrastructure of industrial parks and technology parks.

Also, by December 31 of this year, the President instructed to ensure the introduction of amendments to the legislation of the Russian Federation aimed at improving the registration of small and medium-sized businesses in the Unified Register of Small and Medium-Sized Businesses.

“Ensure the introduction on the basis of a digital platform focused on supporting the production and marketing activities of small and medium-sized businesses (including individual entrepreneurs) of at least three services that are of priority importance for such business entities, providing for the possibility of integrating this platform with existing similar platforms created in the constituent entities of the Russian Federation “, – said in a message on the website of the President of the Russian Federation.

The report must be submitted by December 31, 2021.
