Exporters who have to collect piles of papers and apply to dozens of different authorities will now be able to draw up documents without getting up from their computers. The Russian Export Center (REC) has presented a long-awaited digital platform – “one window” for exporters.

Now the communication of exporters with regulators and other organizations involved in the provision of state support is long, complicated and confusing, says the head of the REC Veronika Nikishina. “An exporter needs to independently apply to each department to obtain dozens of paper documents – licenses, certificates, declarations. This does not contribute to the growth of exports,” she says.

The My Export platform should solve this problem. Information systems of the Federal Customs and Tax Services, the Chamber of Commerce and Industry, export support centers in the regions and other organizations will be connected to the “one window” through the system of interdepartmental interaction (SMEV). Any document uploaded there by the exporter will be immediately available to everyone, paper duplicates will no longer be needed.

Now, in order to receive an exhibition subsidy, for example, an exporter needs to collect nine documents only for filing an application, which takes at least two weeks. One window now only takes five minutes to complete one application. The rest of the data will be pulled from his “digital profile”. Another example – after submitting reports on a transport subsidy, an exporter has to wait up to 440 days to receive money. “My Export” will reduce this period to 15 days.

Exporters, especially small and medium-sized ones, have high hopes for the system. “If all the previously announced services are there, it will be a real breakthrough,” says Yuri Shurygin, executive director of the Association of Small and Medium Exporters.

The My Export platform will launch on November 26, 2020. By 2021, it will have 20 services.

The platform will start working on November 26, 2020. The first will be the services most demanded by exporters – confirmation of a zero VAT rate, registration of subsidies, customs declarations. In 2021, 20 services will be launched.
