Mister President! It is really difficult to say “Dear colleagues!” At the beginning. This House has seldom seen such a day, such a setting of themes and such a speech. The very title of this current hour – “Appearance of the Federal Minister” – exposes the entire staging that the opposition is putting on here. They wanted this committee of inquiry, even though we believed that the investigation could have been done differently. You wanted to use the Rules of Procedure to get us to go to this committee of inquiry. Now you are doing exactly the opposite: you are hindering the work of the committee of inquiry, you are reducing it to absurdity. Why? Because you want the circus and not the search for the truth. We won’t let you get away with that.

(Applause from the CDU / CSU and members of the SPD)

It’s about an “appearance” – you have to imagine that! – because the gunpowder vapor produced by the committee of inquiry is insufficient. After weeks, after months, after combing through files in search of the alleged truth, there are so far zero, no violations

(Laughter from MPs from ALLIANCE 90 / THE GREENS)

of the Ministry against public procurement law, no budgetary irregularities, no misconduct on the part of the Minister detectable.

(Dr. Christian Jung [FDP]: You have to laugh yourself!)

Even the highly praised day on which the minister had to answer questions backfired, because at best it is still clear that testimony stands against testimony.

Then we are at this highly wounded statement. It is perfectly clear – the last day in the committee of inquiry already revealed this in the search for motivation – why should a company that is in danger of losing money because every day of delay means huge amounts of money, make such an offer ? Four weeks before the alleged conversation in which this offer to postpone due to the questionable ECJ ruling is said to have been made

(Dr. Christian Jung [FDP]: judges scolding!)

It was also made clear: No, under no circumstances do we want any delay, any delay, because it costs money. – And then this frank, entrepreneurially so selfless offer should have come?

Two witnesses agree – in addition to the minister -: That makes no sense at all. – The main witness at this point is someone who wasn’t there. And you take that as an opportunity not to continue researching in the committee of inquiry? Interestingly, this is happening behind closed doors because it is an ongoing arbitration process. And what a miracle: Now we are talking about the motivation why a company that has lost a million dollar business suddenly has an interest in discrediting the work of the federal government, the work of this minister. One might think of interest politics. And to be completely honest: between 500 million euros and zero, that’s the truth for Mr Schulenberg and colleagues, ladies and gentlemen. That is the real motivation why you suddenly, a few months after an alleged conversation, make a note; it’s all about this.

(Applause from the CDU / CSU)

Who is making politics out of it at the moment? Not the committee of inquiry, not the search for the truth. No, no, the circus has to take place here. They even hinder the work: the committee of inquiry was just about to continue, and more witnesses were just about to be heard. No, we’re doing a current lesson here. Mr President, that is an extremely questionable interpretation of the Rules of Procedure.

I can only say it once again: you emphasized that this committee of the rules of procedure has to meet as a committee of inquiry because the transport committee cannot deal with it. – Now you are dissatisfied with the results, now the circus has to be brought into the plenary. You should be ashamed at this point because of this excessive interpretation of the rules of procedure!

(Applause from the CDU / CSU and MPs from the SPD – laughter from MPs from BÜNDNISSES 90 / DIE GRÜNEN)

That is the real scandal in the course of this committee of inquiry.

At the end of the day I am curious to see whether you will have the patience and the necessary attitude.

(Dr. Franziska Brantner [BÜNDNIS 90 / DIE GRÜNEN]: Can you think of anything else? Say something to the minister!

With so much double standards, even at this level you have to say: very, very low. “Are you ready at the end of the day to really see the truth with your eyesight?” This is the only question that arises for me on this committee of inquiry.

Many Thanks.

(Applause from the CDU / CSU and members of the SPD – Stefan Gelbhaar [BÜNDNIS 90 / DIE GRÜNEN]: That was loud, but without content!)
