The Federal Council has invited the cantonal governments to comment on the federal draft to amend the provisions of the Covid 19 Ordinance. This includes additional federal measures against the population, such as the expansion of the requirement to wear a mask at work, in schools and in public spaces in residential areas, as well as bans on recreational sports with more than 15 people and contact sports. The Government Council agrees with the Federal Council: It is in the interests of the population that some measures are taken uniformly at the federal level. In view of the increasing number of cases and hospitalizations across Switzerland, far-reaching measures are inevitable. To this end, the Government Council expects the Federal Council tomorrow, Wednesday, October 28, 2020, to make corresponding decisions that will be implemented as quickly as possible. When drastic measures are enacted, it is important that workers and employers are protected from dismissal and bankruptcy. It is necessary for the federal government to decide and introduce support and simplifications in the area of ​​short-time work. The government council also demands that the hardship rule be introduced as soon as possible and not just in spring 2021.

In view of the rural conditions in the canton of Uri, the government council rejects the general obligation to wear a mask in public areas in residential areas, as proposed by the federal government. What may still make sense in urban areas is disproportionate and not necessary in a rural region and settlement structure. The decision on this drastic measure should be made individually by each canton based on the prevailing circumstances. Furthermore, the government council advocates that measures taken should be limited to the end of November 2020 whenever possible. This opens up the prospect of allowing certain openings for the Christmas business. It also makes sense to review the measures again soon.

On Friday, October 30, 2020, the government council will meet with those responsible for the Coronavirus special staff for the next assessment of the situation.
