The Deputy Prime Minister held meetings on the socio-economic development of the region, on the efficiency of the ASEZ and the SEZ “Baikal Harbor”, and also got acquainted with new objects of social infrastructure.

As part of a working trip to the Republic of Buryatia, on October 23, Deputy Prime Minister – Plenipotentiary of the President in the Far Eastern Federal District Yuri Trutnev held meetings in Ulan-Ude on the socio-economic development of the region and the effectiveness of the ASEZ and SEZ “Baikal Harbor”, and also got acquainted with the work on development of the social sphere.

Opening the meeting on socio-economic development, Yuri Trutnev recalled that in accordance with the presidential decree, from November 3, 2018, Buryatia is part of the Far Eastern Federal District. “At the request of the head of the region, the People’s Khural of the Republic of Buryatia, investors made a number of decisions to accelerate socio-economic development. Certain work has already been done in these areas, ”he said.

The region is working in the social sphere. Within the framework of a single subsidy provided by the Ministry for the Development of the Russian Far East, 6.7 billion rubles have been allocated to the republic for social development. 1320 loans have been issued under the Far Eastern Mortgage program since December 2019. 2.5 thousand people in Buryatia have already received land under the Far Eastern Hectare program. As part of the integration of the region into the Far Eastern Federal District, the Government of Russia is, among other things, working on the development of local air transportation, the arrangement of checkpoints, and the introduction of an electronic visa mechanism. The region maintains a positive demographic growth. In the ranking of regions in terms of population income in 2019, Buryatia rose by 10 positions compared to 2018, taking 67th place. According to the head of the Republic of Buryatia, Alexei Tsydenov, despite the introduction of restrictive measures, the main indicators of the socio-economic development of the region are characterized by positive dynamics or a slight lag compared to the same period last year.

At the end of last year, Buryatia rose by 17 positions in the National rating of the state of the investment climate in the constituent entities of the Russian Federation and took 32nd place. More than 71 billion rubles were attracted to the economy of the republic (2nd place in terms of growth rates in Russia and in the Far Eastern Federal District). In terms of an increase in the volume of investments per capita in 2019, Buryatia was 1.3 times ahead of the average indicators for Russia and the Far Eastern Federal District. At the end of the first half of 2020, investments in fixed assets reached 18.8 billion rubles, or 98.5% to the level of 2019. Investment activity was supported by an increase of 10.5% in capital expenditures of large and medium-sized enterprises, the volume of which reached 15.2 billion rubles.

Together with the business communities in Buryatia, a number of urgent anti-crisis measures have been taken, the list of which includes 41 more support measures in addition to the all-Russian ones. In particular, in addition to federal tax legislation, deferrals and tax rates for regional and local taxes were reduced.

The Far East and Arctic Development Fund is considering a number of promising projects on the territory of the Republic of Buryatia with a total volume of 88 billion rubles with the fund’s investments of up to 16 billion rubles. Last week, the Presidium of the Government Commission for the Socio-Economic Development of the Far East approved the participation of the fund in the creation of a year-round greenhouse complex “Gusinoozyorsky” in Buryatia. FRDV invests up to 2 billion rubles in this project. The first stage will be commissioned in 2021.

The issue of budgetary balance of the region was considered. “The budgets of all subjects are burdened with additional costs in connection with the coronavirus, and there are also shortfalls in income associated with changes in people’s lifestyles, with a changed market condition. The situation here, in my opinion, is not so bad. The budget of the republic has shortfalls in income. But there is no strong imbalance yet, ”the Deputy Prime Minister said.

The provision of medical assistance to the population during the spread of the new coronavirus infection was discussed. The republic has 2,187 beds for the treatment of patients with COVID-19. In the next two to three weeks, a phased deployment of an additional 500 bed capacity is planned. 18.4 million rubles were allocated from the republican budget to equip the converted beds with oxygen. The work of seven PCR laboratories has been organized in the republic. 13.5 million rubles were allocated for the purchase of equipment for laboratories from the Ministry for the Development of the Russian Far East under a presidential Far Eastern subsidy.

The Deputy Prime Minister instructed the Ministry of Health, together with the Republic of Buryatia, to work out the issue of accelerating the licensing procedure for pharmaceutical production, registering medical oxygen and accelerating the supply of necessary medicines. The Ministry for the Development of the Russian Far East, together with the regional authorities and the office of the Plenipotentiary Mission in the Far Eastern Federal District, was instructed to analyze the effectiveness of measures taken to combat coronavirus infection, including assessing the sufficiency of medicines and equipment, and submit a corresponding report to the operational headquarters for interaction of relevant executive authorities.

Yuri Trutnev discussed with the leadership of the region, the development institutions of the Far East and investors the effectiveness of special economic zones – the territories of advanced development “Buryatia”, “Selenginsk” and the SEZ “Baikal Harbor”.

As a potential resident of the Baikalskaya Harbor SEZ, a project was presented to create a multifunctional year-round resort “Mamai” in the Kabansky District with the organization of ski, sports and recreation and logistics clusters. Another potential resident is an investment project to create a multifunctional cultural and recreational center on the Turka site.

Six investors who are implementing projects with a total investment of 6.6 billion rubles have become residents of the Buryatia PDA. It is planned to create over a thousand jobs. “In a few days it will be two years since the entry of the Republic of Buryatia into the Far Eastern Federal District. Far Eastern preferences have spread to a new region, and today we are already seeing results. Our mechanisms are in demand, the second ASEZ has already been created, and the “Buryatia” ASEZ is expanding. This means that investors want to implement their projects here, ”said Alexander Kozlov, Minister for the Development of the Far East and the Arctic.

A draft government decree has been prepared to expand the TOP for the implementation of five new projects with a total investment of 3 billion rubles and the creation of 530 jobs. The draft document was approved by the interested federal authorities. At a meeting of the TOP Supervisory Board, which took place on October 19, the project for the construction of a 100 MW data center for Bitriver-B was approved to obtain resident status.

The work of the Selenginsk ASEZ was also discussed, in which two residents are registered: Heavy Machine Building Plant Selenga LLC and Selenginskaya Industrial Company LLC. OJSC Selenginsky Pulp and Cardboard Mill plans to become another TOP resident with a project for the construction of a cardboard machine for the production of high-tech paper.

The Deputy Prime Minister instructed the Ministry for the Development of the Russian Far East and the Agency for Attracting Investments and Export Support (ANO API) to analyze the investment climate in all Far Eastern regions and form a new model for attracting investments when the regions are in a competitive situation, offering investors better conditions. Another instruction given by the Ministry for the Development of the Russian Far East and ANO API concerns the development of a matrix of competitive advantages.

During the trip, Yuri Trutnev got acquainted with the progress of social infrastructure development, including the construction of a nuclear medicine center, partially financed from a single subsidy. The facility is scheduled to be commissioned in June next year.

The Deputy Prime Minister also inspected one of the new buses that were purchased to update the Ulan-Ude municipal bus fleet. In the first half of 2020, it was decided to purchase 22 medium-capacity buses with a single subsidy. Prior to this, the last time the fleet was updated 12 years ago.

On the same day, the Deputy Prime Minister presented commemorative medals of the President of Russia to seven activists of the volunteer movement helping the population during the fight against the spread of the new coronavirus infection. A total of 150 people were awarded a commemorative medal “For disinterested contribution to the organization of the All-Russian action of mutual assistance #WeVmeste” in the republic.
