Decree of October 19, 2020 No. 1703
Citizens will not have to submit an application and documents to extend the period for receiving subsidies for housing and communal services, the deadline for which expires until December 31, 2020. The decree on this was signed by the Prime Minister Mikhail Mishustin.
Usually, subsidies for housing and communal services are issued to citizens for six months. To extend the payment for the next six months, you must re-submit the application and documents confirming the need.
Due to the coronavirus, the time limit was lifted until October 1, the payment was extended automatically. Now this measure is being extended until December 31. That is, citizens whose term for granting subsidies expires from October 1 to December 31 will be able to receive state support in the same amount for the next six months without submitting applications and documents.
The issue was discussed at a meeting with the Deputy Prime Ministers on October 26. According to Mikhail Mishustin, there are many older people among the recipients of these subsidies. “They now need to especially monitor their health and take precautions to protect themselves from the coronavirus,” he said.
Citizens who have more than a certain share of income each month have the right to receive subsidies. Each region sets this standard independently. For example, in Moscow, you can get a subsidy if utility costs exceed 10% of the total family income, in St. Petersburg – 14%.
Earlier, the Government simplified the procedure for issuing such subsidies. From January 1, 2021, citizens will not have to provide receipts and checks for payment of housing and communal services, as well as certificates of absence of debt. Government agencies will themselves receive this information through the system of interdepartmental electronic interaction.
