A set of measures to support hydrogen energy will be developed in Russia, and the necessary legal and research base will be formed. This is stated in the plan of measures for the development of the industry until 2024, approved by Prime Minister Mikhail Mishustin.

So, already in 2021, it is planned to adopt a concept for the development of hydrogen energy, create a project office and an interdepartmental working group. The new structures will participate in the development of tools that will support pilot projects, stimulate the export of energetic hydrogen and the use of promising technology in the domestic market.

The number of pilot projects included gas turbines using methane-hydrogen fuel, prototypes of railway transport, installations for the production of hydrogen without carbon dioxide emissions. In parallel, a register of advanced technologies in this area will be compiled, a number of studies will be carried out, in particular, on the production, storage and transportation of hydrogen.

Certain activities are planned to improve regulation and develop human resources. So, the authorities should prepare proposals for updating the programs of higher and additional education, approve the list of acts that need to be developed or updated.

The implementation of a set of measures will make it possible to create a highly productive export-oriented industry, to provide it with highly qualified specialists and an appropriate level of scientific support.
