Since the beginning of October, a new mechanism for placing non-capital sports facilities in the capital has been launched. Now investors who are already renting land from the city for the operation of existing non-residential buildings can create sports infrastructure on these sites. This was announced by the Deputy Mayor of Moscow for Economic Policy and Property and Land Relations Vladimir Efimov.

The list of non-capital sports facilities that tenants can build on urban land include fitness centers, soccer fields, golf and baseball courts, indoor and outdoor ice rinks, and ancillary facilities such as locker rooms or storage rooms.

“The Moscow government has approved an additional scheme for the placement of non-capital sports facilities in the capital, now investors can place sports facilities on leased sites without additional tender procedures and the conclusion of new lease agreements. This measure will increase the number of sports facilities available to the population and will increase the investment attractiveness of urban land plots, ”noted Vladimir Efimov.

According to him, previously non-capital sports facilities were built exclusively on a general basis on sites not previously leased – through competitive procedures and relevant agreements.

As the head of the Moscow City Property Department said Maxim Gaman, for the construction of sports facilities under the new rules, a number of conditions must be observed. So, on a land plot with a “sport” type of permitted use, the area of ​​a non-capital structure should occupy no more than 70 percent of the leased area free of construction. And in areas with other types of permitted use – no more than 25 percent, but “sport” should be as an auxiliary type of permitted use.

“Also, an object cannot have a foundation, and its depth should not exceed 0.5 meters. The choice of materials for construction is also limited: glass, aluminum, metal, wood, ”added Maxim Gaman.

Investors who want to install a non-capital sports facility on the land leased from the city should contact City Property Department… After that, the construction project will be preliminary approved by Moskomsport, and then the issue will be considered at a special interdepartmental commission. With a positive decision, the current lease will be amended accordingly.
